Monitors overall logistical needs, inventories, and supplies. Facilitates organizational goals. Evaluates on-going supply status and maintenance of EMS equipment. Demonstrates knowledge of EMS equipment and procedures. Responsible for The Villages Public Safety Department’s EMS surplus property, physical inventory counts, ordering and receiving, unpacking, stocking, dispensing, and delivering supplies. Responsible for annual inventory of EMS equipment. Develops or assists in developing specifications and receiving written price quotes or bids for EMS supplies and equipment. ESSENTIAL DUTIES AND RESPONSIBILITIES (includes, but not limited to) General:Adheres to safety, security, and department policies.Adheres to compliance with OSHA and EPA standards.Complies with VCCDD Policies and the VPSD SOPs.Meet with vendors to discuss current and new equipment issues.Monitor blanket POs with selected vendors regarding equipment and supplies. Possesses knowledge of departmental and District policies, SOPs and procedures.Attends periodic training and conferences as directed.Maintains up-to-date working knowledge of the geography of The Villages.Regular attendance. Stock:Manages the procurement of station medical supplies and related supplies according to the Purchasing Policies.Coordinates all EMS supply requests by the stations and delivers the supplies as needed.Records overstock that has been pulled back into the inventory to ensure accountability of equipment and supplies.Maintains an inventory stock room with minimum par levels as determined by this position and Fire Administration.Receive materials from suppliers and confirm package slips with contents to ensure correct shipment. Including preparing and packaging equipment for return shipment to vendors.Monitors the expiration dates, logs, and disburses controlled and non-controlled medications in a secure environment.Assigned as a Controlled Substance Officer responsible for the appropriate distribution of Schedule I and Schedule II controlled substances, maintaining accountability forms, and input data for proper completion of the DEA Form 222 for the purchase of controlled substances and DEA Form 41 for controlled substance disposal.Ensures proper destruction of expired pharmaceuticals, both controlled and non-controlled, in accordance with state and federal laws.Forwards packing slips to the appropriate financial specialist for payment processing and maintains an outstanding order filing system for backorders.Coordinates surplus property management and delivery of surplus to holding areas. Transfers of property to other VCCDD departments and/or disposal of property by completing the correct paperwork. Maintenance and Repair:Develops EMS station and logistics maintenance plans and schedules and coordinates maintenance to include the development of repair specifications according to Purchasing Policies.Coordinate and address all logistical repair account issues.Conducts basic repairs of broken EMS-related equipment.Schedules and coordinates testing and service of all fire/rescue equipment.Maintains records of testing procedures and results in an organized manner.Arrange for the repair of malfunctioning equipment with the appropriate vendor for repair, confirm receipt, obtain repair cost, and on return, test repaired equipment for operation.Maintain equipment warranty information and coordinate any maintenance issues dealing with repairs and maintenance with vendors. Budget/Finance: Assists the Deputy Fire Chief in the development of annual budget for the Villages Public Safety Department by providing input relative to departmental equipment and facilities related to area of responsibility. Assists in the development of specifications concerning apparatus and equipment. Processes procurement related to area of responsibility. Participates in procurement of related equipment by conducting evaluation, and providing analysis, of equipment to assist in identifying best pricing and quality. Administrative:Prepares replacement schedules; prepares, in coordination with user specifications, for the procurement of equipment.Generates and maintains all records, reports, and documentation relating i.e., budgets, requisitions, and bid specifications.Conducts annual asset inventory.Analyzes various records and reports for the purpose of monitoring functions and maintaining/improving the efficiency of operations.Attends staff and safety meetings for the purpose of ensuring regulatory compliance requirements.Performs general administrative work as required, including but not limited to preparing reports and correspondence, recording keeping, monitoring expenses and purchases, conducting research, attending and conducting meetings with vendors who supply inspection, repair and maintenance.Interacts as necessary with staff to ensure operational efficiencies and effectiveness of departmental equipment and facilities. Maintains effective working relationships with co-workers and vendors. Participates in staff meetings to ensure staff is educated and informed as to operational aspects departmental equipment. Assists in the long-range strategic planning of departmental equipment and facilities. Attends meetings and complete assignments outside of regularly scheduled work hours as necessary. In case of emergency or crisis situations (hurricane, flood, etc.) responds /performs recovery duties as assigned by immediate supervisor. Additional:Performs other duties as assigned.May be expected to perform additional duties in an emergency. MINIMUM EDUCATION AND EXPERIENCE (Includes, but not limited to) AS degree or equivalent from 2-year college or technical school preferred Substitution: Applicants who do not possess the required education may substitute additional paraprofessional and/or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. Minimum 2 years’ experience in Purchasing of both Fire and EMS supplies/equipment preferred. Minimum 2 years’ experience in a business management or logistics support role (logistics coordinator, supply chain management, shipping, receiving, warehouse management)Prior experience with state/local government preferred. MINIMUM CERTIFICATES, LICENSES, REGISTRATIONS CPR and AED Certification within six months of employment if not current at time of hire. Valid Florida Driver’s License required. Required FEMA (ICS) certifications must be completed within six months of hire. Must obtain EVOC certification within one year of employment.All candidates and employees must successfully pass background screening. MINIMUM KNOWLEDGE, SKILLS AND ABILITIES (Includes, but not limited to) Knowledge Excellent written and verbal communication skills to communicate thoughts and ideas in a logical, cohesive, and comprehensible manner, as well as a professional appearance and demeanor. Proven intermediate or better proficiency in personal computer skills including knowledge of Microsoft Office package including Word, Excel, Access, Outlook and PowerPoint. Knowledge of inventory, stockroom procedures, and record-keeping requirements for inventory control.Thorough knowledge of supplies, medications, stock, and state and federal requirements of handling medications.Knowledge of state and federal laws controlling medication purchasing and disbursement.Knowledge of EMS/Fire supplies and equipment (preferred) Skills Can perform general clerical work as required, including but not limited to copying, filing documents, entering and retrieving computer data and answering telephones. Abilities Ability to organize work, set priorities, meet critical deadlines, and follows up assignments to ensure successful completion within required and diverse time frames. Ability to work flexible hours may be required to attend meetings and complete assignments outside of regularly scheduled work hours. Ability to read, collect, evaluate, analyze, comprehend, extract and summarize information from materials such as statutes, ordinances, regulations, diagrams, technical reports, memos, correspondence, and written orders as needed to understand and complete assignments, conduct research or perform other required duties. Ability to operate department vehicles to deliver equipment and supplies.Ability to understand and follow moderately complex oral and written instructions.Ability to accurately maintain a perpetual inventory control system.Ability to communicate orally and in writing.Ability to comprehend and follow policies, procedures, and practices relative to the VCCDD and VPSD purchasing functions.Ability to drive utility-type vehicles and tow department trailers as needed.Ability to respond to any large incident to deliver extra equipment as needed. EQUIPMENT Position regularly requires use of office equipment, including but not limited to telephones, personal computers and productivity software, copier, printers, scanners, and fax machine.
