Job Description
The Village is accredited by the International Commission on Accreditation of Rehabilitation Facilities (CARF) for its Adoptions, Foster Care, Mental Health, Wraparound, and Drop-In Center services. The Program Manager is responsible for providing administrative and clinical supervision to Adult Full-Service Partnership (FSP) team program professionals and paraprofessionals. This person will perform outreach and assure receipt of all required documentation to admit clients for services into the agency. The Program Manager provides planning, development, and direction for the delivery of Adult FSP services. The person will ensure the clinical integrity of the program, including reviews of outpatient services in the FSP program. This individual is responsible for providing clinical and administrative supervision (e.g., client caseload oversight, case consultation, timecard approval, productivity reports). The successful candidate will possess strong interpersonal skills, desire to collaborate with interagency departments to provide clients with seamless service delivery, solution oriented and strengths based attitude. This person will possess a strong work ethic, high energy level, initiative, and industrious demeanor. This person can work seamlessly with an integrated interagency program service delivery model as many clients are served by multiple programs within our agency. The person will work to ensure that the agency’s adult mental health services are of the highest quality meeting the requirements of funders and regulators at the Federal, State and County levels and assure program administration to meet our agency’s purpose, philosophy, goals, and objectives. This person will keep current regarding prevalent treatment protocols and philosophies including those that address consumer cultural preferences. The role may also complete adult biopsychosocial mental health assessments. The Program Manager will ensure effective communication with Los Angeles County DMH program administrative teams. This person will demonstrate knowledge and skills in the areas of individual, group, and family therapy and experience with LACDMH organizational system and procedures. This person demonstrates strong leadership skills, including the ability to approach complex problems with creativity, sensitivity, and sound judgment. REQUIREMENTS & QUALIFICATIONS: Possess a Master’s Degree or higher in Psychology or related field; Social Work, Marriage and Family Therapy, or Professional Counseling MUST be 2+ years licensed with their affiliate board 2+ years Clinical Supervision and organizational experience Spanish language capability a plus Available to assist staff with crisis situations, clinical consultation, and participate in the after-hours LPS on-call rotation. Experience treating clients with persistent severe mental illness and substance abuse Must possess valid California Driver’s license and state required registration and insurance Familiarity with Full-Service Partnership (FSP) and Assertive Community Treatment (ACT) service-delivery models Strong clinical assessment and triage skills Good organizational and time management skills Must be detail oriented; good verbal/written skills Must be able to identify clinical risks and respond appropriately Must be familiar with required Medi-Cal and LA County DMH documentation/service requirements, including definition of Medical Necessity Familiarity with basic Medi-Cal eligibility requirements for mental health services Communication skills that support translating clinical treatment concepts to clients Ability to quickly complete written assessments in a timely manner Ability to manage multiple, competing priorities successfully with minimal guidance DUTIES & RESPONSIBILITIES: 1. Provide clinical and operations oversite of Adult Full-Service Partnership (FSP) program 2. Provide clinical supervision and support to FSP team members, individual and group 3. Run team meetings; ongoing case consultation 4. Knowledge of FSP guidelines and contract mandates, and analyze data relevant to productivity and outcomes to fulfill contract requirements and other operational matters 5. Ensure clinical documentation and data collection is complete, timely, accurate, current, and in compliance with contract and ethical standards in agency records and electronic databases 6. Provide and support a variety of clinical consulting and clinical administrative needs 7. Design and implement staff training and development to assure timely DMH changes/updates, and to maintain the requirements for our accreditation 8. Develop treatment interventions for clients and implement training for FSP team 9. Facilitate FSP team meetings and case consultation; manage caseloads 10. Maintain good communication to ensure others have necessary information 11. Enroll new referrals and track SRTS and EHRS 12. Manage petty cash 13. Track, monitor, and assure outcome targets 14. LPS designated, be available to assist staff with crisis situations and participate in the afterhours LPS on-call rotation schedule; 24-hour availability as required for FSP compliance 15. Promote and emphasize trauma informed care knowledge and utilization by staff 16. Assists in recruitment, interviewing and hiring of staff 17. Represent the agency at County meetings, workgroups, and act as a liaison with other community and LACDMH agencies 18. Manage staff in a supportive and professional manner providing guidance, constructive input, and positive feedback 19. In conjunction with Director, is responsible for retention efforts including ensuring appropriate mentoring and on-boarding of new employees 20. Attend regularly scheduled agency wide meetings, utilization review meetings, community and other meetings as required or assigned 21. Conduct all functions in accordance with Agency guidelines, policies and procedures 22. Comply with applicable professional licensing or certification requirements and ethics 23. Maintain standards of confidentiality 24. Maintain positive work relationships in a respectful and collaborative manner 25. Arrange work schedule or required hours to the benefit of the program with the approval of Supervisor 26. Perform other duties that may be necessary or in the best interest of the agency as assigned by Supervisor Physical Activity: Reaching, Standing, Typing, Talking, Hearing, Repetitive Motion Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading.
