PURPOSE OF POSITION

The Facility Manager is a key member of the administrative team and as such is responsible to assist the school administration in providing the most desirable environment for the educational program in the most cost effective manner. The Facility Manager promotes the health and safety of students, staff and visitors to foster a school climate conducive to learning. The Facility Manager is responsible for the management and care of all buildings and grounds, including building systems and supervision of personnel within their scope of work. The Facility Manager is also responsible for supervision and management of the Maintenance and Custodial Programs.

QUALIFICATIONS AND REQUIREMENTS

  • Bachelors Degree preferred in Business, Engineering or related discipline, or Associates Degree with five years experience in physical plant/facility maintenance operation with supervisory experience.
  • Working knowledge of Navajo, State and Federal regulations pertaining to environmental protection, health and safety, fire, hazardous emergency response and procedures, Occupational Safety and Health Administration, and Asbestos Hazard Emergency Response Act.
  • General working knowledge of mechanical and electrical systems, HVAC (heating, ventilation and air condition systems), boilers, plumbing, fire-alarm systems and construction methods/materials.
  • Working knowledge of building maintenance, trades, grounds and maintenance.
  • Working knowledge of facility management procedures impacted by P.L. 100-297.
  • Working knowledge of BIA Facility Management Information System (FMIS).
  • Working knowledge of sustainable methods and practices used by the U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED).
  • Computer literate with working knowledge of common computer platforms and software applications.
  • Strong organizational and supervisory skills.
  • Good customer services skills and a good knowledge of health and safety required.
  • Effective and appropriate communication skills for dealing with Indian communities at the lay and professional level and the general public.

New employees in this position must provide documentation of immunity or immunization against tetanus, diphtheria, and measles/rubella, and of tuberculosis status by skin test or X-ray within thirty (30) days of hiring, and at such additional intervals as may be determined by theimmediate supervisor.

Navajo/Indian preference:

Consideration for employment will be given to Navajo, American Indian or Alaskan Tribal member with the required documentation including the necessary qualifications to meet the minimum requirements of the position. The Navajo/Indian preference law shall apply in all aspects of the position.

Wage and Hour Law:

Exempt: Professional, administrative or managerial position.

COMPENSATION

Payment: The position is placed on the approved NPS salary schedule. The position is salaried.

TERM OF EMPLOYMENT

Type of Employment: Year Round

Note: Notwithstanding the above, this position is subject to possible furlough, or reduction in force under NPS, Inc. Personnel Policies, due to unforeseen reductions in program funding that requires such general program changes.

SUPERVISOR

Primary: Associate Head of School for Academics and Operations

RESPONSIBILITIES AND DUTIES
  1. Takes strong leadership role in the development and maintenance of the overall facility management operation and systems on an 82 acre campus of academic, residential and athletic facilities.
  2. Maintains accurate and updated Facility Management Information System (FMIS) and coordinates with the Bureau of Indian Affairs for funding purposes.
  3. Establish a short and long term facilities management program which includes routine cleaning, preventive maintenance and abatement within budgetary guidelines that meet federal, state and Navajo Nation regulations.
  4. Develop a work plan and schedule the particular work or tasks to be performed; review work in progress and conduct a final inspection of the work for quality workmanship and adherence to accepted trade practices.
  5. Oversee the Operations and Maintenance budget and implement prudent spending.
  6. Develop and maintain records to meet environmental health, safety, fire and other health and safety inspections.
  7. Schedule and manages the assignments, training, supervision and evaluation of personnel under his/her department.
  8. Ensure the timely completion of facility work order requests for all departments in a courteous and friendly manner.
  9. Manage the purchasing/stock and inventory of purchases made for facility/grounds upkeep.
  10. Plan, schedule and coordinate training programs for subordinate staff to maintain and increase efficiency in safe practices and quality workmanship.
  11. Approve the ordering of supplies, materials and equipment.
  12. Maintains control over all supplies, materials and equipment to prevent waste, loss or misuse.
  13. Enforces school policies, rules and regulations on good housekeeping methods, safety, conduct and trade practices.
  14. Supervise the implementation of the Operations & Maintenance Policies for LEED.
  15. Assist with the development of a school safety program that includes safety policies and emergency preparedness plan in all facets of protecting students, staff and the guests; serves as a key member of the Critical Incident Response Team.
  16. Oversees the maintenance and repair of the school's Class A Fire Alarm System and works closely with the Farmington Fire Department in fire safety.
  17. Monitor and advise School personnel on snow/ice removal from all building entrances and sidewalks to prevent accidents.
  18. Regularly perform and report on routine inspections of campus facility and grounds to proactively identify and bring to resolution areas in need of attention so as to improve the health, safety, operations and appearance of school facility and campus.
  19. Take action and precaution for high school building assets during power or boiler failure or when contacted by district, Fire or Police
  20. Maintain equipment records including copies of all building equipment warranties and manuals.
  21. Maintain a system of building and grounds security to ensure that the building is secure on non-school days - this includes a key and lock system.
  22. Prepares reports, memorandums and other documentation necessary to complete assigned duties, this will include incident reports, corrective actions, etc.
  23. Provides for own professional growth through ongoing program of training, and as scheduled by the supervisor. Makes use of the knowledge and skills learned on the job.
  24. Able to work in an outdoor environment with physical ability to lift at least 100 pounds.
  25. Reflect an understanding and positive attitude toward the students and all employees of the School.
  26. Supports and efficiently carries out responsibilities in accordance with Navajo Preparatory School Board, Inc. (NPS) Policies and Procedures.
  27. Performs other duties as may be assigned by the supervisor.

Will be evaluated in accordance with the Navajo Preparatory School Board, Inc. policies and procedures.
