Summary of Position:
This position will require a high level of subject-matter job expertise and managerial leadership skills. Functions will include interaction amongst leadership and staff groups, and the ability to foster and grow stellar relationships throughout the company, with the company’s regulatory agencies, and the company’s contract labor support. This position will require excellent communication skills, careful focus on employee workload supervision, mentorship, career development, and requires an ongoing connection between the Company and Employee’s objectives and work needs.
In addition to managerial duties, this role will require a high level of technical expertise in regulatory language, calculation methodologies, data collection and reporting streams. The role will require continuous workload assessment and will also serve as an internal audit for compliance and expectations related to all Air Quality matters. This position will require a leader that fosters a culture of environmental compliance.
Primary Job Responsibilities:
- Provide high level decision making on behalf of the company pertaining to air permitting for synthetic minor and major sources of air pollution owned and operated by the company.
- Aid and influence air permitting compliance programs through stage gates and handoffs to the compliance team.
- Provide public-facing work products on behalf of the company.
- Aid in resolving air compliance disputes with state and federal governments (records requests, compliance advisories, NOVs, COCs, CDs).
- Identify critical system integration opportunities and facilitate execution.
- Manage oversight, compliance and reporting for specific air specific sectors and functions as assigned (GHG, Reg 3, Reg 7, Reg 22, EPA, COGCC and APCD efforts, etc.).
- Identify critical flaws during forward planning and recommend staff and consultant support when necessary.
- Maintain subject matter expertise in local, state, and federal requirements for area of oversight.
- Represent Civitas at hearings, public meetings, or agency inspections.
- Keep key management members informed of current conditions, activities and trends.
- Attend and influence stakeholder efforts and provide relevant input to ensure workable outcomes.
- Guide implementation of environmental compliance reporting systems.
- Assess staff workloads and compliance requirements and make necessary recommendations that track with workload and situational conditions.
- Establish and maintain effective working relationships with other company departments.
- Provide a strong service mentality with a collaborative and flexible style.
- Attend seminars and training to maintain current skills as effective managers and leaders.
- Perform all other duties as assigned.
Knowledge/Skills/Competencies:
- Knowledge of federal, state, and local environmental requirements.
- Knowledge of federal and recent Colorado air regulations. Experience with non-attainment area a plus.
- Knowledge of relevant computer applications such as Microsoft Office Suite, ARC GIS, and Ecocion/lntelex - ACTS, SQL Database programming skills.
Supervisory Responsibilities:
- Manage large volume of environmental contractors, track schedules and budgets, and review deliverables to ensure cost effective and timely completion.
- Plan work responsibility and accountability across direct reports to ensure clear roles and expectations are understood.
- Provide mentorship and career path objectives for staff.
Education & Experience:
- Bachelor’s degree in Environmental Science or closely related field required.
- Bachelor’s degree in Environmental Engineering, Chemical Engineering or related field preferred.
- A minimum of 8+ years in environmental and/or regulatory departments of oil and gas, preferably air quality permitting, compliance, monitoring, or regulatory reporting.
- Managerial experience and/or equivalent Project Managerial experience required.
- Experience in upstream and midstream oil and gas related industry required.
Travel Requirements:
- Work is performed at a CIVI location Tues-Thurs with an option to work remotely on Mondays and Fridays.
- Schedule: traditional 40-hour workweek or alternative schedule of 9 hour works days M-Thurs and 4-hour workdays Friday.
- Travel required to the Civitas field locations.
