Job Description

Under the supervision of the Streets Maintenance Crew Lead Supervisor, Street Maintenance I/II position will actively support and uphold the Town’s stated mission and values. Tasks performed range from complex equipment operation, semi-skilled, and skilled manual labor duties.

Duties may include work associated with performing a variety of construction/maintenance/and repair work involving Town streets, rights-of-way, and sidewalks; operate heavy construction equipment to include but is not limited to: backhoes, graders, front-end loaders, forklifts, street sweepers, large trucks, sewer combination cleaners, snow plows, skid steer, dump truck, water truck, vacuum truck, and a variety of construction and maintenance operations involving streets. Accurate completion of work orders, equipment checklists, and maintenance tracking reports.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

The following statements are illustrative of the essential functions of the job and do not include other nonessential or peripheral duties that may be required. The Town of Johnstown retains the right to modify or change the duties or essential functions of the job at any time.

  • Monitors condition of equipment and performs repairs for which qualified; identify equipment needs for each assigned project; prepare material such as dirt, millings, and rip rap.
  • Installs barricades, fencing, gates and/or cones in advance of work projects or on work site as needed; directs and controls traffic around work sites.
  • Performs crack and chip sealing; performs traffic control; water shoulders and retention basins for PM10 requirements.
  • Clears and cleans roadsides, gutters, culverts, ditches, and other drainage structures.
  • Installs, repairs, replaces, and maintains a variety of fixtures, systems, surfaces, and/or small structures which may include lights, street signage, parking lot markings.
  • Performs maintenance activities, which may include: cleaning equipment, systems, and/or facilities; loading and unloading trucks; cleaning up debris; removing weeds; cutting brush; setting up and removing traffic cones and barricades; and, performing other related activities.
  • Performs a variety of routine concrete, asphalt and/or pavement maintenance and repair activities.
  • Maintains, cleans, and grades the Town rights-of-way.
  • Operates, maintains, and repairs a variety of hand and/or power tools, which includes: paint guns; rollers; concrete saws; paint stripers; water pumps; blowers; weed eaters; chain saws; jack hammers; and/or a variety of other equipment.
  • Investigates and resolves public complaints related to signage, road obstructions, potholes, and the like.
  • Responds to emergency after-hours situations involving road closures, flooding, storm damage, blizzards, or other incidents.
  • Operation of equipment such as loaders, sweepers, kickbrooms, water wagons, traffic control devices, paint striping machines, pavement saws, power hand tools, concrete mixer, air compressors, landscape power tools, augers, roller, forklift, etc.
  • Snow removal operations (shoveling sidewalks, clearing parking lots and roadways).
  • Responds to emergency situations during regular work hours and when on call; determine what equipment and personnel are needed to handle emergency situations.
  • Other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

  • Must be a proficient equipment operator that includes but not limited to the following: asphalt paver, road grader, loader, dump truck, skid steer, backhoe, excavator, compaction equipment, power and static hand tools, and various snowplow equipment.
  • Perform tasks related to the maintenance, repair, and installation activities related to streets, signs, lighting, concrete, storm drains, parks, open space facilities, buildings, infrastructure, and other relevant equipment.
  • Perform tasks such as pavement repair, pothole patching, crack sealing, and other maintenance activities in compliance with established standards and regulations.
  • Understanding requirements and determining contours for grade and slope applications. Ability to set grade and slope hubs/stakes.
  • Understanding material specifications and proper installation.
  • Knowledge of safety awareness when operating or mobilizing of heavy equipment.
  • Working knowledge of common hazards and safety precautions necessary for public works operation.
  • Ability to work required hours during snow removal operations, and/or respond to disasters or emergencies.
  • Ability to foster a positive and collaborative work environment that promotes teamwork, accountability, and a strong work ethic among the crew members.
  • Knowledge of street and storm maintenance construction.

STREETS MAINTENANCE I QUALIFICATION REQUIREMENTS:

  • High school graduate or equivalent, and six months experience in manual labor and/or outdoor work; preferably supplemented by one year of experience in streets maintenance or a related field.
  • General knowledge of road maintenance and construction tools, methods, and materials.
  • Candidates must possess a valid Colorado Driver’s License
  • Candidates must possess, or have the ability to obtain, a valid Colorado Commercial Driver's License within nine (9) months of hire.
  • Equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Expected Hiring pay for Streets Maintenance I: $49,400 - $62,200

STREETS MAINTENANCE II QUALIFICATION REQUIREMENTS:

  • High school graduate or equivalent, and at least four years’ experience in streets maintenance at a municipality or related field, experience as a senior maintenance worker in a Public Works Department preferred.
  • Advanced knowledge of road maintenance and construction tools, methods, and materials.
  • Advanced knowledge of asphalt patching and mill/overlay methods, materials, and specifications.
  • Proficient operation of heavy equipment, including front-end loader, backhoe, tractors, skid-steer, tandem axle trucks, snow plows, and trailers.
  • Candidates must possess a valid Colorado Commercial Driver's License (minimum class B, Class A preferred).
  • ATSSA Traffic Control Technician certification preferred.
  • Flagger Certification preferred.
  • LTAP Road Scholar 1 Certification preferred.
  • Equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Expected Hiring pay for Streets Maintenance I: $49,408 - $59,290

Expected Hiring pay for Streets Maintenance II: $54,300 - $67,100

Work Environment:

While performing the duties of this job, the employee is frequently exposed to outdoor weather conditions, including extreme heat and/or cold. The employee is occasionally exposed to wet or humid conditions; work near moving mechanical parts; fumes or airborne particles and toxic or caustic chemicals. The noise level in the work environment is usually moderate but can be very loud at times.

Physical Demands:

While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to stand, walk, use hands to finger, handle, or feel; reach with hands and arms; climb or balance and stoop, kneel, crouch, or crawl. The employee must lift/carry up to 60 lbs. frequently and occasionally lift/carry over 100 lbs. Specific vision abilities required by this job include close vision, distance vision, Peripheral vision, depth perception and ability to adjust focus.
