OPEN POSITION: 
Vice President of Regulatory Affairs


COMPENSATION: 
- $150,000 to $175,000 Annual Salary, negotiable based on experience

COMPANY PROFILE: 
Founded in 2018, this organization began as an Institutional Special Needs Plan (ISNP) - a type of Medicare Advantage health plan that addresses critical needs of members who reside in skilled nursing facilities (SNFs).  Through well-coordinated growth strategies, they rapidly expanded their market footprint and currently offer plans in 8 states, with more markets in process.  Recently, they also expanded their service offerings to the broader health plan market and are partnering with national carriers.   


POSITION DESCRIPTION: 
This company operates an integrated health plan care management platform designed to improve clinical outcomes and reduce unnecessary medical interventions for long-term care beneficiaries in skilled nursing facilities (SNFs).  They offer Institutional Special Needs Plans (ISNPs) that are designated Medicare Advantage plans targeted to beneficiaries with Medicare Parts A & B who require long-term care in institutional settings.  They employ advanced practice practitioners (NPs) supported by RNs and other clinical team members to work with facility staff, physicians, and caregivers to manage member care in place.

The Vice President of Regulatory Affairs will serve as a liaison between various health plans and state agencies, including departments of insurance.  In a primarily self-directed capacity, the Vice President will effectively manage the health plan’s regulatory relationships.

The duties of the role include, but are not limited to:

- support organization in all areas related to regulatory matters and guidance (plans, IPAs, etc.)
- provide regulatory strategy and support in markets
- maintain the communication and managing relationships with regulatory authorities
- engage in frequent and regular communications with notified bodies
- maintain knowledge of developments and changes to laws, regulations, and standards
- independently investigate and respond to inquiries, concerns, and information requests
- provide strategic direction, including tactical and regulatory expertise, to internal workgroups
- clearly articulate state and/or federal expectations to the executive team
- advocate on plan’s behalf to obtain agency approval of initiatives and mitigate adverse actions
- be accountable for ensuring all plans comply with newly issued regulatory notices
- independently represent the plan in meetings with state agencies and consumer advocates
- escalate issues as needed to resolve/address matters that may render the plan non-compliant
- act as plan’s subject matter expert in DOI regulations
- identify, inventory, and analyze DOI requirements within current and future states of operation
- coordinate distribution, comment collection, and submission process for updated regulations
- work collaboratively with various areas of the company to assess and implement requirements
- monitor and interpret federal and state guidance, changes, regulations, announcements, etc.
- analyze and communicate requirements to the relevant business owners
- research, resolve, and prepare written responses as needed for complex regulatory issues
- lead and manage regulatory affairs team members as appropriate, holding supervisory duties
- be involved in departmental budgeting and financial matters, as appropriate

The Vice President will be responsible for preparing and maintaining pre‐market submissions, license applications, and filings related to current holdings or expanded holdings in the future.  This includes NAIC Forms A, B, C, D, and F, among others.


REQUIREMENTS:
- Bachelor’s Degree, relevant field
- Law or Master’s Degree preferred
- 5+ years experience with Medicare Advantage regulatory matters or similar
- direct experience with DOI regulations
- a documented history of experience with NAIC Forms A, B, C, D, and F
