Job Description

JOB SUMMARY This is a non-exempt full-time position that primarily involves fieldwork and other basic appraisal duties in the assessment preparation and certification of a county-wide real property tax roll. The work performed is subject to close supervision and reviewed through conferences and performance evaluations.

ESSENTIAL FUNCTIONS (An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the tasks which the employees may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily.)

  • Inspect basic real property to obtain necessary property information; measure the perimeter of structures, photograph improvements, draw sketches to scale, and determine the location, dimensions, and classification of structural improvements.
  • Work from building permits to determine the location of property and changes, additions, or demolition of improvements. Compile and review records necessary to document added improvements including blueprints, building plans, maps, plats, and other sources.
  • Identify basic structural features of buildings and make determination concerning the types of construction, quality and quantity of improvements, including primary structures, out buildings and site improvements.
  • Read property record card to determine the accuracy of current coding, classifications, descriptions, dimensions, sketches, and quantity of improvements.
  • Input basic property information into the CAMA system (Computer Assisted Mass Appraisal). Utilize other software as needed, including GIS applications and Microsoft Office Suite.
  • Answer basic questions from property owners and their representatives. Direct the public to the appropriate department as needed.
  • Basic understanding of the responsibilities of the various departments in the Property Appraiser’s Office. Basic understanding of generally accepted appraisal practice and Florida Statute 193.011.
  • Establish effective working relationships with staff; act professionally and courteously while dealing with the public, staff of other agencies, and co-workers.
  • Operate standard field equipment including, but not limited to, tablet, camera, measuring tape, roller measuring device and engineer’s/architect’s scale.
  • Operate modern standard office equipment including, but not limited to, telephone, computer and related software, calculator, copy machine, and scanner.

ADDITIONAL RESPONSIBILITIES: Perform other related work as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES (The qualifications listed below are intended to represent the minimum skills and experience levels associated with performing the duties and responsibilities contained in this job description.   • Knowledge of appraisal methodology, business English, spelling, mathematics, and effective verbal and written communication skills.
  • Knowledge of departmental policies and procedures and the ability to apply this knowledge to work assignments.
  • Ability to understand and interpret legal descriptions, public records abstracting, and planning and zoning concepts.
  • Ability to interpret, understand and apply applicable rules, regulations, statutes, policies and procedures of generally accepted appraising practices.
  • Ability to make computations, tabulate accurately with reasonable speed; learn assigned tasks readily and adhere to prescribed policies and procedures.
  • Ability to perform required functions in IAS World independently.
  • Ability to use MS Office Suite (Outlook, Word, Excel, Power Point).
  • Ability to understand and follow oral and written instructions, walk long distances in all South Florida climates and effectively carry and use writing instruments, cameras, and other office materials.
  • Ability to operate standard office and field equipment: computer and relevant software, telephone, calculator (HP12C or comparable financial calculator), copy machine, camera, measuring tape, compass and roller measuring device.

EDUCATION AND EXPERIENCE

  • Graduation from high school or recognized equivalent is required.
  • Construction or real estate experience/knowledge is beneficial.
  • Must have a valid Florida driver’s license, automobile that is fully functional and available at all times, vehicle insurance and good driving record and maintain all while employed in this position.

PHYSICAL REQUIREMENTS (This job requires the ability to perform the essential functions contained in this job description. These include, but are not limited to, the following requirements):

  • Walking over uneven terrain to conduct appraisals of property structures.
  • Climbing stairs in order to conduct appraisals of property structures.
  • Bending, stooping and kneeling to make measurements and appraisals.
  • Ability to travel throughout the County.
  • Ability to lift and carry paperwork and measuring devices weighing up to 20 lbs.
  • Ability to file and retrieve documents from department files.
  • Work for a sustained period of time maintaining concentrated attention to detail.

WORKING CONDITIONS

  • Work is regularly performed in an environmentally controlled office setting; however, some work is regularly performed for sustained periods outdoors and occasionally in hot, cold, or inclement weather.
  • Travel to various properties throughout the County to conduct appraisals and inspections.
  • Walk long distances in all types of varying South Florida weather when inspecting property. This may involve exposure to hazards at building sites if reasonable caution is not exercised.
