Description

Linkitall LLC (DBA LIA) is looking for a Senior Analyst/Project Manager to provide comprehensive strategic communications management support services to the USA MEDCOM, Army Recovery Care Program (ARCP). The ARCP's top priority is the welfare of Soldiers and their families through commitment to the best care and treatment of wounded, ill, and injured Solders and commitment to education, training, and careers. The Senior Analyst / Project Manager must have extensive knowledge of the ARCP, the operation of Soldier Recovery Units, related to legislative initiatives, DoD efforts related to this program, and the Integrated Disability Evaluation System (IDES). The primary place of performance will be Onsite and with prior approval via Telework.

Major responsibilities include (not all inclusive)

  • Identify and support the subsequent utilization of new technology specific to identified stakeholder groups to proliferate comprehensive, timely and accurate information.
  • Analyze and draft updates to existing program stakeholder analysis and Strategic Communication Plan - incorporating an evaluation of program audiences and program communication tools.
  • Meet project deadlines; provide information for strategic plans and reviews; prepare action plans; identify and help to resolve problems
  • Prepare budgets; schedule expenditures; analyze variances; initiate corrective actions.
  • Draft, and recommend tactical publication, and distribution plans and timelines, to include required resources for all major efforts undertaken.
  • Analyze and draft updates to existing program stakeholder analysis and Strategic Communication Plan - incorporating an evaluation of program audiences and program communication tools.
  • Provide the government with a document that captures and documents tactics, techniques, procedures, lessons learned, and other practices that may be beneficial to the government.
  • Coordinate and participate in a monthly functional review meeting to review status of deliverables, discuss contract issues/concerns, etc.
  • Assist in all aspects of expert recommendations, and draft development with respect to stakeholder outreach, required resources for all major efforts, tracking and maintenance of comprehensive analytics and evaluations.
  • Subject matter expertise in support of events with high concentrations of stakeholders.
  • Drafts document that captures tactics, techniques, procedures, lessons learned.
  • Provides a Monthly Status Report to the COR and the Functional Representative to include Metrics, Tracking, and Reporting data.
  • Participates in a monthly functional review meeting to review status of deliverables and discuss contract issues/concerns.
  • Develops and directs strategic approach to information campaigns and strives to improve work processes, products, and services.
  • Knowledge of the United States Army Information Technology (ITA) Security Office Guidelines for submittal of background investigations and security clearances.
  • Knowledge of process on how to initiate, maintain, and document personnel security investigations.
  • Ability to troubleshoot and effectively communicate all security issues to the ITA Security office immediately.
  • Manage all personnel information assurance (IA) training and ensure training is completed in a timely manner prior to granting access to ISs, networks, and/or SI information.
  • Must comply with all HIPAA-related rules & regulations as they are published and as ITA Requirements are defined for providers, employers, health plans, individuals, and standards for claims attachment transactions.
  • Must notify COR of any potential organizational conflict of interests by any access to Protected Information as defined in FAR part 9.5.
  • Provide physical security for all material, equipment, data, and information in accordance with AR-190-13, The Army Security Program, AR 190-51 Security of Unclassified Army Property (Sensitive & Non-Sensitive), and program policies, procedures, and regulations.
  • Ability to handle sensitive information in accordance with the provided DD Form 254, DoD Contract Security Classification Specification, if required.
  • Understanding of HQDA/ITA Networks and ability to follow all guidelines and polices established for the use of these networks.
  • Complete all Mandatory Trainings upon arrival and within 30 days of annual expiration.
  • Occasional travel to Army Trials, Warrior Games, and other program event locations as required by the Government.
  • Perform other duties as required and will oversee the entire scope and performance of the contract.

Qualifications

  • A minimum of bachelor's degree in business administration or project management.
  • A minimum of six (6) Years of experience in performance and business management.
  • A minimum of six (6) Years in project planning and management.
  • Must have a thorough knowledge of government statues and regulations.
  • A favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05.
