Job Description

MINIMUM QUALIFICATIONS REQUIRED:

High School Diploma or GED Certificate.

Bachelor's Degree in Civil Engineering.

Professional Engineering License preferred.

3 years' experience in utility gas, water and wastewater construction.

Valid Driver's License (subject to motor vehicle record review).


JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES:

Performs related water and wastewater systems engineering assessment, analyses, plans and design activities.

Prepares assessments, reports, and advice related to planning of capital projects and operations and maintenance activities.

Assists supervisor related to funding, planning and budgeting of capital projects, operations and maintenance activities.

Provides technical assistance to outages; Analyzes and provides recommendations for work problems.

Prepares special reports in response to internal and external requests in order to provide accessible data for reliable analysis, management review, research purposes, and/or reporting requirements.

Provides water and wastewater system reviews and capacity analyses for new services; and provides inspections for commercial developers.

Liaison with regulatory agencies concerning compliance.

Reviews construction or schematic design plans and materials submittals for new water and wastewater services and responds with plan relines, written comments and recommendations.

Performs project management that encompasses all phases of the projects, including preliminary planning, project meetings, designs, construction activities, and provides schedules and timelines. Performs monitoring, tracking and reporting on the projects to the management.

Prepares and reviews bid documents for construction of water and sewer line relocations and was crossings.

Works with district management and operations personnel to address issues related to regulatory compliance and sanitary surveys.

Analyzes survey reports, maps, drawings, blueprints, aerial photography and other topographical or geologic data to plan projects.

Computes load and grade requirements and material stress factors to determine designs specifications.

Inspects project sites to monitor progress and ensure conformance to design specification, construction plans, contract, and safety standards.

Directs construction, operations, and maintenance activities at project sites.

Directs or participates in surveying to lay out installations and establish reference points, grades and elevations to guide construction.

Estimates quantities and cost of materials, equipment, or labor to determine project feasibility.

Prepares or presents public reports, such as bid proposals, environmental impact statements, and property and right-of-way descriptions.

Maintains professional and technical knowledge by: conducting research; attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations.

Performs other duties as assigned.
