Program Analyst

This effort includes provisions for analytical, technical, and capability portfolio management support to the Director, Ground Combat Element – Fires and Maneuver (GCE-FM), Capabilities Development Directorate (CDD), Deputy Commandant Combat Development and Integration (DC CD&I). The position serves as the Requirements Analyst with an associated Integrated Product Team.

Functional Duties/Responsibilities: Provides integration and execution for all development activities associated with Navy Marine Expeditionary Ship Interdiction System (NMESIS):

  • Identify, develop, coordinate, and integrate with the operating forces to identify capabilities, gaps, solutions, and risk areas.
  • Support established commands and internal integration divisions for future Marine Air-Ground Task Force (MAGTF) Operating Concepts, capabilities, requirements, and related materiel and non-materiel solutions that optimally support engagement in both conventional and irregular warfare.
  • Specific areas of SME support include:
    • Ground Weapons Systems
    • Operational Architecture
    • Total Force Structure Management System (TFSMS)
    • Joint Capabilities Integration and Development System (JCIDS)
    • Navy Marine Expeditionary Ship Interdiction System (NMESIS)
  • Conduct Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities, and Policy (DOTMLPF-P) assessments of solutions and expert recommendations of impacts.
  • Comprehend, relate, and integrate program information in the support of the Defense Acquisition System to include JCIDS process and associated supporting documents.
  • Provide TFSMS support and associated processes to provide capability gap analysis.
  • Provide support and technical expertise for programmatic Test & Evaluation Master Plans (TEMP), Manpower Personnel & Training Assessments (MPTA); Life Cycle Sustainment Plans (LCSP) and other working groups as required.
  • Provide support for the development of solutions for Urgent Universal Needs / Joint Urgent Operational Needs requests from the Fleet Marine Force.
  • Deliver Capabilities Based Assessments (CBA), respond to request for information (RFI) and Tactics, Techniques and Procedure (TTP) support.
  • Review NATO, Joint, and service warfighting publications and make recommendations.
  • Provide capability briefs and information papers.
  • Bachelor’s Degree or years of experience commensurate with required level.
  • DAWIA Level II Certification or equivalent training in the Acquisition/Program Management field is desired for mid and senior levels.
  • Experience in developing acquisition documentation to support programs in achieving required milestones/events is required for mid and senior levels.
  • Ability to effectively work independently and as part of an integrated team of Government and non-Government personnel is required.
  • Excellent MS Office are required.
  • Must be detail-oriented and have excellent written and verbal communication skills.
  • A proactive, self-starter with a history of demonstrating initiative.
  • Experience in the Government Acquisition environment required for mid and senior levels.
  • DoD SECRET clearance.

This position is contingent upon contract award.
Salary Range 95,000-110.00
