Job Description

Position: Project manager PMP

Duration: 3 years

Location: Sacramento, CA (Onsite from day 1)

Required Qualifications

  • Two (2) years of Full Time Equivalent (FTE) experience within the last five (5) years as the Project Manager of at least one (1) system integration project with a minimum value of $3M.
  • Five (5) years of FTE experience within the last ten (10) years as the Project Manager for software implementation Projects with a minimum value of $3M.
  • Five (5) years of FTE experience within the last ten
  • (10) years of working with public sector organizations.

Desirable Qualifications

  • Possess and maintain a valid Project Management Institute (PMI) Project Management Professional (PMP) certificate throughout the term of this Agreement.
  • Experience managing at least one (1) licensing/permitting system project that includes GIS components.
  • Experience of managing at least one (1) project where the client was the State of California.

Responsibilities

  • Provides management of the Project and is the chief liaison to CDFW during the Project.
  • Authorized to make day-to-day project decisions on behalf of the Contractor.
  • Available and responsive to State requests for consultation and assistance.
  • Provides timely and informed responses to operational and administrative inquiries that arise.
  • Responsible for facilitating the project by using the project management process, organizing
  • the project, and managing the teamwork activities consistent with the approved work plan.
  • Develops and maintains thorough project planning documentation that includes, at a minimum, a Project Management Plan and a fully resourced Project Schedule.
  • Manages staff assigned to all project activities.
  • Manages invoices and Work Authorization (WA) forms.
  • Plays an active role in day-to-day management of the project and is knowledgeable and aware of all issues, concerns, and requirements.
  • Meets with CDFW staff, or such other person CDFW may designate, on a regular basis to provide oral and written status reports and other project information as required.
  • Manages the relationships with subcontractors and partner Contractors.
  • Provides ongoing reporting of operations against Service Level Agreements (SLAs).
  • Ensures all activities are coordinated and follow the processes outlined in this Agreement.

DELIVERABLES:

  • Executive Summary A brief overview of the project's purpose, objectives, and main features.
  • Project Scope and Deliverable A detailed description of what the project will and will not include, and how the project will be divided into manageable units or tasks.
  • Baseline Project Schedule A graphical representation of the project activities, milestones, dependencies, and deadlines. It establishes a work plan and schedule, including Gantt chart(s) and a project calendar in Microsoft Project that contains the following information:
  • A consolidated view of the activities, activity descriptions, and activity durations.
  • Resources (CDFW, Other Stakeholders, the Contractor, and third-party contractors) assigned to each activity and their required level of effort.
  • The schedule shall clearly define estimated resource hours associated with each task.
  • A list of all key milestones and deliverables, and deliverable approval periods compliant with the CDFW's Deliverable Expectation Document (DED) process as described in the section below.

A critical path analysis and reporting process:

i. The Contractor initiates the DED process by creating a draft DED based on the contract or statement of work requirements and the project plan. The draft DED should include all the relevant information and details about the deliverable, including its number, title, objective, scope, format, table of contents, requirements mapping, review timeline, review team, and acceptance criteria.

ii. The Contractor submits the draft DED to the CDFW Project Team for review and feedback. The CDFW Project Team reviews the draft DED and provides comments or suggestions for improvement. The CDFW Project Team may also request additional information or clarification from the Contractor if needed.

iii. The Contractor incorporates the CDFW Project Team's feedback and revises the draft DED accordingly. The Contractor resubmits the revised draft DED to the CDFW Project Team for approval.

iv. The CDFW Project Team approves the revised draft DED or requests further revisions until both parties are satisfied with the final version of the DED. The final version of the DED becomes the baseline for developing and delivering the deliverable.

v. The Contractor develops the deliverable according to the approved DED. The contractor submits the deliverable to the CDFW Project Team for review and acceptance.

vi. The CDFW Project Team reviews the deliverable against the approved DED and provides feedback or approval. The CDFW Project Team may also request changes or corrections from the Contractor if needed.

vii. The Contractor incorporates the CDFW Project Team's feedback and revises the deliverable accordingly. The Contractor resubmits the revised deliverable to the CDFW Project Team for acceptance.

viii. The CDFW Project Team accepts or rejects the revised deliverable based on whether it meets or exceeds the acceptance criteria specified in the approved DED.

  • Risk and Issue Management Plan A plan for identifying, analyzing, prioritizing, mitigating, and resolving the potential risks and issues that may affect the project.
  • Risk, Issue, & Decisions Log Provides a standardized format for capturing project risks, issues, and decisions.
  • Communication Management Plan Strategy for communication to CDFW Team involved in the project, including the frequency, mode, and content of communication.
  • Quality Management Plan A plan for how to estimate, control, and monitor the quality standards, as well as how to test or verify the project's outcome.
  • Integrated Change Management Plan Outlines the process for identifying, evaluating, authorizing, and implementing proposed changes in requirements, schedule, and budget, as well as Solution design and acceptance criteria.
  • Project Deployment Plan provides a step-by-step guide on how to implement the final stage of a project and make it ready for production. A project deployment plan shall cover various aspects of the project, including the goals, timeline, approach, risks, roles, responsibilities, system support, and quality assurance. The plan shall also address assumptions, dependencies, and constraints.
  • Finalized Project Organization Chart Lists the project team member assignments to specific

Project roles.

  • Acceptance Criteria for the Project Management Plan
  • The Project Management Plan shall be reviewed and approved by CDFW Project Team according to the details provided above.
  • It should define the project schedule, breakdown of tasks and their dependencies, schedule milestones and reviews.
