POSITION SUMMARY/CLASS DESCRIPTION

Inspects installed plumbing and water and sewer lines for compliance with the adopted County plumbing code and standards, including provisions of the Americans with Disabilities Act and the Maryland Accessibility Code; field review of approved plans. 

STARTING SALARY HIRING RANGE:
$28.86 - $41.31

CLASS DESCRIPTION:
Performs senior technical level licensing, inspections and regulations work under general supervision from an administrative or technical superior. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Include the following. Other related duties may be assigned.

Inspects residential, commercial, industrial plumbing and mechanical installations during construction or remodeling to assure that systems comply with the adopted plumbing and mechanical code; inspections include but are not limited to water supply systems, drainage and sewer systems, water heater installations, and air and gas piping systems, pipe size and connections, required grade and fitting, approved back flow prevention devices, required bracing, ventilation, and air and water tightness.

Inspects residential heating, ventilation and air conditioning construction projects for compliance with adopted County mechanical and heating, ventilation, air conditioning codes and standards; review of HVAC plans, inspect ducts, trunk lines, returns and HVAC equipment.

Extensive contact with the public, engineers, architects, developers, builders, contractors and other County and governmental agency employees.

Reads and interprets approved plumbing and other construction plans; reads and interprets specifications and methods of installation and verifies installation at time of field inspection using a computer to enter findings.

Determines time limit for corrective measures; notifies plumbing contractor and/or owner; re-inspects property to determine compliance; responsible for issuance of violation and civil citations; provides supporting data in legal proceedings and testifies at Court proceedings.

Interprets the code and recommends guidance to contractors, engineers, architects, craftworks, and owners to assure compliance with adopted codes and standards, both electronically and verbally.

Completes inspection report forms; prepares daily reports of activities, weekly or monthly
reports of time use, mileage and expense reports; prepares documentation for legal action in the electronic format.

Conducts inspection and investigation of complaints and alleged code violations; resolves code related complaints.

Completes reports on the computer using Word and Excel.

Maintains inspection records and case histories and follows up on progress inspections required for permits scheduled for expiration twelve months after their issuance using Excel and word on a computer.

Researches inspection and permit information utilizing the Accela Automation and Accela wireless programs; utilizes PC for E MAIL and word processing. Keyboarding and computer skills, including email and basic programs such as Windows, Word and Excel. 
 
SUPERVISORY RESPONSIBILITIES:
This job has no supervisory responsibilities. 

MINIMUM REQUIRED EDUCATION/EXPERIENCE

High School Diploma or GED and six (6) years of related experience or equivalent combination of education and experience. 

PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:
Associate Degree.

State of Maryland Master Plumbers License, State of Maryland Master HVAC License.

ICC Certificates in IPC and IMC.

Considerable familiarity with plumbing and gas fitting codes and standards, familiarity with computerized main frame and personal computer systems, including E MAIL, Windows, and Word Processing.

Must be able to clearly, logically and concisely communicate with contractors and the public verbally, in addition to using the typewritten and electronic formats.
 
Strong computer and writing skills are necessary for writing reports and letters.
 
Ability to use a digital camera for documentation.

Must be able to use basic measuring tools.

Must be able to read and send text messages via cell phone.

While performing the duties of this job, the employee is regularly exposed to outside weather conditions and unfinished construction sites. The noise level in the work environment is usually moderate.

Must be able to climb ladders, steep slopes, and inclines. Must wear protective clothing, i.e. hard hats and safety shoes. Must be able to endure adverse climatic conditions and perform work at elevated heights. Must use alternative means of accessing multistory areas during the construction process.
 
LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY:
Ability to read, analyze, and interpret general codes and standards, professional journals and bulletins, technical manuals and governmental regulations. Ability to write reports, business correspondence, and letters. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Ability to calculate figures and amounts such as pressure, loads, rates and flow; Ability to apply concepts of basic algebra and geometry.

Ability to solve practical problems and interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Class C Maryland Driver's License.

State of Maryland Master Plumber License.
