Correctional Industries (CI) within the Department of Corrections (DOC), is seeking a highly motivated and qualified individual for a Food Service Manager - Industries Manager 3 position. This position is located at Airway Heights Correctional Center in Airway Heights, WA.

This position supports that objective as the Facility Food Service Manager. This position has facility responsibility to blend Food Service operations with key stakeholders, including the prison facility, and incarcerated individuals. This position is to implement effective incarcerated individual training preparing them for their release and providing the best possible food operation to the facility.
Accountability - Scope of Control and Influence
In conjunction with the Assistant Food Service Administrator, the Facility Food Service Manager is responsible for general day to day management issues at the facility including:
- Planning, raw material procurement, inventory control, quality, safety and security, and staff management and development.
- Development of operating budget and effectively manages financial controls on a monthly basis. Achieves gross profit and contribution margin forecasts by controlling expenses at the facility.
- Acts as liaison with the facility addressing any food service related issues.
- Manages and develops a diverse staff, holding them accountable to performing their jobs on a daily basis.
- Provides opportunities for professional growth, as well as development of a supportive team environment.
Financial Dimensions
In conjunction with the Assistant Food Service Administrator, the Food Service Manager is responsible for developing the operating budget at the facility. Facility Food Service Manager is accountable for the facility food service budget to include:
Raw materials, finished goods, staffing, and controllable expenses to meet customer demand. Approximate annual budget $5.5M.
Other financial influences/impacts
- Achieve gross profit and contribution margin forecasts by controlling expenses at the facility.
- Have the ability to work in conjunction with facility administrators in regards to facility equipment needs to support food service operations.
- Works to minimize waste created by dynamic meal attendance numbers due to incarcerated movements, Individual meal choices and programming, theft, poor food storage practices (FIFO), improper portioning, etc.
The Facility Food Service Manager has the authority for planning, monitoring, and altering production needs for demand of products or services at the facility, as well as oversight of the daily operations and procedures. Decisions are both tactical and strategic by nature based on facility need and customer demand.
- Provides input for the overall management of CI Food Service operations.
- Provides input and suggestions to the Food Service Administrators on policy, as well provides expertise to the religious and medical diet policies.
- Provides food service expertise to staff and incarcerated individuals for purchasing and Department of Health protocols to ensure operations meet targets and goals of Food Operations Group at the facility.
- The Facility Food Service Manager makes decisions based on facility constraints and manufacturing needs while working with Assistant Food Service Administrator and facility liaison to meet service need and production.
Required:
- Working knowledge of accounting principles, inventory control, shipping/receiving and warehousing
- Minimum of 4 years management experience which include supervising paid employees in progressively responsible position
- High school diploma or equivalent
- Ability to work with diverse stakeholders and bring resolution to orders and issues
- Excellent communication skills
- Regular and predictable attendance
- Knowledge and experience utilizing LEAN principles to meet budgets and customer needs.
- 2 years institutional food service experience
- This position is exempt from Washington's civil service rules. Exempt employment is considered "at will," and there are no contractual employment rights. Exempt employees serve at the pleasure of the appointing authority.
- Maintain regular and reliable attendance.
- Complete a felony disclosure form prior to employment and submit to a criminal background check.
- Successfully complete, within mandated timeframes, employee orientation and all other mandatory annual, in-service, and other required training.
- Provide physical residential address and home telephone number to the Department of Corrections.
- Become familiar and comply with all Department policies and procedures and Collective Bargaining Agreements as applicable.
- Valid driver's license.
- Must pass criminal justice background check
- Required to complete CORE training for effective interaction with incarcerated individuals if not previously completed
