THE DEPARTMENT
The Technology & Innovation Department (TID) plans and develops the technology infrastructure for the City and provides a centralized resource for technology deployment and support throughout the City. The Department integrates people, processes, and technology to increase the efficiency and effectiveness of City services through the work of its 181 FTEs while operating on a FY 2023 annual operating budget of nearly $70 million and multi-year capital projects budget of $101 million. TID is organized into five bureaus: Business Operations, Digital Services, Enterprise Information Services, Infrastructure Services, and Technology Engagement & Support. The Department also manages LBTV, a production studio that develops custom programming and distributes City multimedia content via its broadcast TV station and social media platforms. THE POSITION

The Smart City Initiative aims to advance solutions to civic challenges by engaging the community, staff, and the private sector to explore and implement emerging technology. TID is seeking a stellar Communications Fellow to join the Smart City Initiative team to support the development of communications assets to educate the public on Smart City Initiative programs and projects. The Communications Fellow will also take a lead role in planning community engagement events to inform, collaborate with, and empower local Smart City Initiative stakeholders.


The Smart City Initiative team manages three technology pilot programs that provide City staff and Long Beach community members with opportunities to quickly evaluate how new technology partnerships may drive innovative service delivery for our residents and improve quality of life in Long Beach. The Long Beach Smart Cities team also leads community and stakeholder outreach efforts to educate the public on smart city technologies and leads measures to protect resident privacy.


The selected Fellow will be a critical member of a growing team and have the opportunity to work with City leadership and external stakeholders to coordinate communications and community engagement activities for the Smart City Initiative.


Non-Career employees are allowed a maximum of 1,600 work hours available over a 12-month period and are considered temporary, at-will employees who are not typically eligible for benefits. However, non-career employees may qualify for health coverage and sick leave accruals subject to applicable federal and state provisions.

  • Develops cross-channel communication strategies to promote current and upcoming Smart City Initiative programs and projects;

  • Creates and publishes community-, staff-, and vendor-focused multimedia content for web, newsletters, social media, and other avenues to drive awareness and increase subscribers;

  • Liaises with internal communications partners (e.g. the City Public Affairs Office, Long Beach TV) in accordance with previously established processes;

  • Communicates with, and build relationships, with Long Beach community stakeholders in support of Smart City Initiative programs and projects;

  • Coordinates stakeholder engagement events and community outreach activities (e.g. surveys, workshops, events, etc.) to support Smart City Initiative needs;

  • Provides regular updates to the Smart City Program Manager, the Chief Information Officer, and other senior leadership in TID;

  • Assists with other related operational needs, such as grant writing, creation of community outreach materials, policy memos, procurement, research, and communications or presentations to the City's Technology & Innovation Commission;

  • Assists with other TID communication initiatives, as needed;

  • Researches and analyzes data related to programs and projects;
  • Prepares written reports; and,
  • Performs other related duties as required.

  • Graduation from an accredited college or university with a Bachelor's Degree in Public or Business Administration, or a closely related field (proof required).* Experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis.

  • Two or more years of professional experience as an Assistant Administrative Analyst, or an equivalent position. A Master's Degree in one of the preceding fields may be substituted for one-year of the required experience. (proof required)*.

DESIRABLE QUALIFICATIONS
  • Experience communicating and collaborating with diverse stakeholders from different backgrounds.

  • Experience in community outreach and engagement practices.
  • Design skills, including skills in Adobe Creative Suite or Canva.
  • Experience developing content marketing strategies.
  • Familiarity with task management software, such as Asana.
  • Proficiency in Spanish, Khmer, or Tagalog is a plus.

SUCCESSFUL CANDIDATE WILL DEMONSTRATE;
  • Proficiency with the Microsoft Office Product Suite (e.g. Outlook, Teams, Word, Excel, PowerPoint).
  • Strong understanding of principles of equity and inclusivity.
  • Empathy and ability to tell human stories from (and to) a variety of perspectives.

  • Ability to quickly learn new applications and follow detailed instructions.

  • Ability to take direction and work independently, or as part of a team.

  • Strong work ethic and history of dependability.

  • Excellent oral, written, and interpersonal skills.
  • Strong organizational skills and ability to manager and prioritize multiple projects.
