What is the difference between OCONUS and CONUS?

CONUS is a blend of words and an acronym that stands for “continental United States,” which includes the contiguous forty-eight states and the District of Columbia. OCONUS adds a word outside and means "outside contiguous United States." But OCONUS does not mean foreign countries; it specifically refers to states and U.S. territories that are not a part of the continental U.S., such as Hawaii, Alaska, Guam, Puerto Rico, America Samoa, and U.S. Saipan. Government agencies and the military use these terms to differentiate jobs that are within the contiguous states and outside of those states, but still a part of the United States.
