What is a functional assessor?

Functional Assessors are healthcare professionals, such as nurses, physiotherapists, occupational therapists, or doctors, who evaluate individuals’ physical and mental capabilities in relation to their ability to work. Their main role is to conduct face-to-face or virtual assessments for people claiming disability or health-related benefits, such as Employment and Support Allowance (ESA) or Personal Independence Payment (PIP) in the UK. They assess a claimant’s daily living and mobility needs, document their findings, and submit reports to government agencies to inform benefit decisions. Functional Assessors do not provide treatment or make decisions about benefit entitlements; instead, they provide clinical evidence to support the decision-making process.
