Job description

KORE1, a nationwide provider of staffing and recruiting solutions, has an immediate opening for a Senior Technical Program Manager in Ventura County, California.

About the Role:

We are seeking a highly experienced Technical Program Manager to oversee a complex, high-risk portfolio of IT Infrastructure Modernization programs. This critical role goes beyond standard project management; we need a strategic leader capable of managing multiple inter-related infrastructure projects and workstreams simultaneously.

The ideal candidate will have deep technical expertise in complex infrastructure upgrades (such as Data Center Consolidations, Enterprise Network Core Upgrades, and Disaster Recovery Infrastructure) and a proven track record of aligning technical delivery with enterprise-wide business goals. As the IT Program Manager, you will establish clear ownership, coordinate internal cross-functional teams, manage third-party vendors, and ensure the successful delivery of scalable infrastructure solutions.

Key Responsibilities:

  • Program Leadership: Lead and manage large-scale IT infrastructure programs encompassing multiple inter-related sub-projects and workstreams from initiation to completion.
  • Strategic Execution: Define program structures, establish roles and responsibilities, and manage cross-project integration and dependency management.
  • Infrastructure Focus: Drive critical infrastructure upgrades and implementations, ensuring alignment with organizational architecture and stability requirements.
  • Stakeholder & Vendor Management: Engage frequently with senior stakeholders to communicate expectations. Manage the scope, deliverables, and coordinated workflows of third-party technology vendors.
  • Risk & Change Management: Proactively identify and mitigate project risks. Create and execute comprehensive IT Change Management (ITCM) and Organizational Change Management (OCM) plans to minimize business and end-user disruption.
  • Metrics & Budgeting: Track and report on program metrics including scope, schedule, costs, resource allocation, and project budgets. Required Qualifications:

Education:
  • Bachelor's Degree from an accredited institution in Computer Science, Information Systems, Electronics Engineering, Voice/Data Communications, Public/Business Administration, or a related field.

Experience:
  • Minimum of six (6) years of IT project/program management experience.
  • At least two (2) years of dedicated Program Management experience overseeing multiple inter-related projects.
  • Extensive, proven experience executing IT infrastructure upgrades and modernizations.
  • Methodologies: Strong working knowledge of Agile, Waterfall, and Hybrid methodologies, as well as PMBOK principles.
  • Tools: Expertise in standard project management software (e.g., Planview, Jira, MS Project, Clarity, Rally).
  • Background Check: Must successfully complete a thorough background investigation, including a polygraph exam, due to the secure nature of the public safety departments supported. Preferred Qualifications:
  • Active Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
  • Hands-on leadership experience with Data Center Consolidations, Enterprise Network Upgrades, Active Directory, ERP, or Data Warehouse implementations.
  • Experience leading technology RFPs and managing vendor/solution selection.
  • Prior experience working within a municipality or supporting public safety operations.

Compensation depends on experience but is typically $70-75/hr depending on experience level.
