Background:
The Mayor's Office of Housing and Homelessness Solutions (MOHHS) is charged with the implementation and coordination of a citywide strategy focused on urgently bringing unhoused Angelenos inside, building a housing and services continuum that brings stability and positive outcomes, preserving existing affordable housing, protecting renters, and accelerating the equitable development of new housing affordable to Angelenos. The MOHHS is locking arms with public and private partners at the city, county, state and federal level and advancing innovative solutions to ensure that every Angeleno has a stable, affordable and supportive place to call
Summary: Under the direction of the Senior Director of Housing, the Housing Policy Analyst supports the Mayor's housing agenda by advancing policies and strategic initiatives related to affordable housing production, interim housing, and housing stability. The Analyst coordinates with City departments, public agencies, and external partners to implement key mayoral initiatives, conduct policy research and analysis, track legislation and performance, prepare executive briefing materials, and support efforts to streamline housing development and expand housing opportunities for Angelenos. Primary Responsibilities: The Housing Policy Analyst will work on a range of initiatives.

• Interim Housing, Affordable Housing Production & Permanent Housing
• Support the Senior Director of Housing and Deputy Director of Housing Policy in advancing the Mayor's housing priorities by coordinating with LAHD, HACLA, and other public and private partners to implement strategic initiatives related to interim housing, affordable housing production, permanent housing, and innovative housing finance.
• In collaboration with the Mayor's Office of Business and Economic Development and other City development services departments, support the implementation of Executive Directive 1 (ED1)/Affordable Housing Ordinance- labor standards, data, community engagement, project troubleshooting, including but not limited to convening development services departments.
• Work with Constituent Services Coordinator to track correspondence related community feedback on ED 1/ Ordinance related projects.
• Support troubleshooting of affordable housing projects with the Los Angeles Housing Department (LAHD) and Housing Authority of the City of Los Angeles (HACLA)
• Support Mayor's Office events intended to further the development of affordable housing i.e., Innovation in Housing Construction, Faith Institutions Affordable Housing Summit.
• Support interagency coordination to advance housing policy priorities, including efforts to increase utilization of federal housing vouchers, strengthen partnerships with LAHD, HACLA, LAHSA, and Veterans Affairs, and monitor progress on key mayoral initiatives.
• Public Lands Use
• For Executive Directive 3 (Emergency Use of Viable City-Owned Property), develop and support the implementation of the strategy for public lands by identifying public land, improving RFP process, conduct working group meetings with relevant stakeholders
• Support efforts with LAHD and cityLAB to issue RFQ for the development of feasible housing construction innovations/ typologies (i.e., "missing middle housing", homeownership models, etc.) on small lots
• Policy, Implementation & Reporting
• Track and support Commissions- Affordable Housing Commission, Prop HHH COC/AOC, Los Angeles County Affordable Housing Solutions Agency (LACAHSA)
• Track, analyze, and support implementation of major housing funding initiatives, including LACAHSA, Measure ULA affordable housing programs, and other local, state, and federal investments that expand affordable and supportive housing.
• Track and evaluate current and proposed federal and state housing policies, funding and legislation and regulations, working closely with the Mayor's Office of Intergovernmental Affairs to identify advocacy and funding opportunities and establish priorities at the local, state and federal levels
• Conduct policy research, data analysis, and program evaluation to inform executive decision-making and support implementation of the Mayor's housing priorities.
• Develop and assist in the implementation of advocacy strategies with internal and external partners for new policies and programs
• Prepare reports, presentations, memoranda and talking points that communicate progress and success of key initiatives
• Support the preparation of talking points, briefing papers, policy memoranda, and rapid-response research for executive leadership on housing policy and strategic initiatives.
• Prepare logistics for various planning meetings with City staff, developers and private partners.

Skills and Experience:

• A commitment to public service, social justice and improving the lives of vulnerable populations
• Experience with local, regional, state, or federal housing, homelessness, land use, community development, or public policy programs
• Self-starter with a proven track record of successfully working with a wide array of functional groups across organizations and cultures.
• Experience with public outreach, technical assistance, stakeholder engagement, and/or interagency coordination

• Knowledge of the challenges related to policy implementation, the legislative process, community engagement, and/or disaster response and recovery

• Excellent and effective verbal, written, and interpersonal communication skills
• Excellent organizational and project management skills with the ability to manage multiple priorities simultaneously.
• Experience preparing, writing, editing, and/or presenting policy reports or analyses on complex, sensitive and/or controversial topics
• Demonstrated attention to detail and ability to prioritize incoming urgent tasks
• Strong analytical skills with the ability to use a person-centered, strategic and creative approach

• Excellent collaborative skills with the ability to partner and co-design with internal and external offices, City officials, community and external stakeholders

• Proactive attitude with the ability to work effectively in a fast-paced environment with minimal guidance
• Maintain the highest personal levels of ethical conduct, confidentiality, and integrity

• High degree of professionalism, integrity, and discretion
• Must be flexible and demonstrate strong judgment/decision-making and political acumen.

• Ability to analyze situations, programs, and policies and make thoughtful recommendations.
• Proficiency in using Google Workspace (specifically Google Drive, Docs, Sheets, Forms, and Calendar).

Education:
Bachelor's degree or advanced degree preferred.

If employment is said to be exempt, it is meant that the employment is exempted from the civil service provisions of the City Charter. In order to receive a regular civil service appointment, employees must have successfully participated in a civil service examination, received a high enough score on the examination to be placed on and receive an appointment from an eligible list, and they must serve a probationary period. Exempt employees do not compete in a civil service examination, they are not placed on an eligible list and receive an appointment from that list, nor do they serve a probationary period. As a result, exempt employees do not have what is referred to as a "property interest" in their job. Exempt employees serve at the will of the appointing authority and can be terminated at any time without cause. Employees with a property interest in their job, i.e. civil service employees, cannot be deprived of their employment(discharged or suspended) without due process.

Exempt employees serve at the will of the appointing authority, and as such, they may be discharged, suspended or otherwise disciplined without cause. Exempt employees have no property interest in their employment, and any procedural benefit or other prerogative extended to them by their appointing authority is not intended to create and does not create any such property interest. No officer or employee of the City may make to any other officer or employee any representation of a property interest in employment which does not correspond to Charter provisions unless the City Council, by ordinance, permits such representation. No unauthorized representation can serve as the basis of an employee's reliance on, or expectation of, a property interest.
Employees Seeking To Become Civil Service Employees
There is no protective leave for an exempt employee appointed to a civil service position. Upon receiving a civil service appointment and passing probation, the former exempt employee will be subject to the Civil Service provisions described in Article X of the City Charter. Upon appointment, the civil service employee will begin to accrue displacement and layoff seniority on the first day of his/her civil service appointment and may file for promotional examinations for which s/he qualifies. A full or half-time exempt employee appointed to a full or half-time civil service position continues to: contribute to the Retirement System; accrue vacation time; accrue sick time; receive anniversary date salary increases; and, receive health and dental benefits identical to those received in the civil service position.
