Web Developer (TS/SCI)

Position Summary

An active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance is required.


The Web Analytics Developer provides mission-critical support to the organization's enterprise web analytics program within a secure Intelligence Community environment. The incumbent partners with internal website owners to implement, maintain, and optimize analytics solutions across multiple enterprise web applications. Responsibilities include developing custom tracking solutions using the Matomo web analytics platform, automating website tagging through PHP and JavaScript, supporting AWS-hosted web applications, and providing technical guidance to stakeholders. This position ensures the accuracy, integrity, and reliability of enterprise web analytics while supporting mission and business intelligence objectives.

Essential Duties and Responsibilities

  • Implement, maintain, and validate enterprise web analytics solutions across multiple organizational websites using the Matomo web analytics platform.
  • Partner with internal website owners to gather requirements, implement custom tracking solutions, and ensure accurate analytics collection.
  • Design, develop, and automate website tagging using custom PHP and JavaScript applications.
  • Develop, maintain, and support AWS-hosted web applications and websites supporting enterprise analytics initiatives.
  • Develop and maintain website-to-AWS communication using PHP, JavaScript, and web services.
  • Provide first-line technical support for analytics implementation, website functionality, and Matomo-related issues.
  • Troubleshoot and resolve website, analytics, and application issues impacting data collection, reporting, and system performance.
  • Create and maintain workflows, forms, and application modules that automate business processes and facilitate business intelligence dissemination.
  • Collaborate with developers, system administrators, cybersecurity personnel, and mission stakeholders to implement secure and effective web solutions.
  • Develop and maintain technical documentation, implementation procedures, system configurations, and troubleshooting guides.
  • Ensure compliance with Intelligence Community security requirements, configuration management practices, and organizational web development standards.
  • Support ongoing modernization and continuous improvement initiatives for enterprise web analytics capabilities.
  • Perform other duties as assigned.
Required Qualifications

  • Active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
  • Bachelor's degree in Computer Science, Information Systems, Information Technology, Web Development, or a related discipline; or equivalent professional experience.
  • Experience implementing and supporting enterprise web analytics platforms, preferably Matomo.
  • Strong proficiency with PHP, JavaScript, HTML, and CSS.
  • Experience supporting AWS-hosted websites and web applications.
  • Experience with website-to-server communications using PHP, JavaScript, and web services.
  • Demonstrated experience troubleshooting web applications and analytics implementations.
  • Strong analytical, problem-solving, and customer support skills.
  • Excellent written and verbal communication skills.
Preferred Qualifications

  • Experience with AngularJS.
  • Experience with RESTful web services.
  • Experience with SQL and MySQL databases.
  • Experience developing workflow automation solutions and business process applications.
  • Experience supporting enterprise applications within the Intelligence Community, Department of Defense, or other secure government environments.
