Role Overview

Serving as an integral member of the senior leadership team, the Vice President of Economic Impact is an executive role focused on strategizing, measuring, and maximizing the organization’s tangible benefits to the community. The VP will track economic growth, financial returns, and community development, while acting as an external liaison in these areas. This position is responsible for developing NTCA’s financial management strategy, quantifying impact and return on investment, and contributing to the organization’s strategic goals. Highlighting results in revitalization, economic development, and redevelopment, the position will utilize entrepreneurial acumen to foster private/public investment partnership opportunities in these areas.  The VP will develop and implement policies and procedures across finance and general operations, and will bring the skills and vision to connect the different strands of the regional economy — tourism and events, stewardship, community development, accommodations, and housing — into a cohesive investment and funding strategy aligned with NTCA’s mission.

Core Responsibilities

Leadership

  • Hire, manage, and develop employees in the accounting and grants departments.
  • Model leadership development and presence, driving a culture of accountability and care.
  • Prioritize NTCA culture of collective leadership to optimize community capacity.  

Organizational Accounting

  • Oversee financial reporting including monthly, quarterly, and annual financial statements, forecasts, budgeting, financial analysis, cash management, and procurement.
  • Deliver timely and accurate reporting of financial information to internal parties, stakeholders, government regulators, and partners.
  • Manage all AR/AP cycles with external partners and customers, including implementation of accounting, billing systems, and controls.
  • Oversee organizational payroll and benefits processes.

Financial Strategy

  • Use financial discipline, data, partnerships, and entrepreneurial thinking to turn NTCA’s resources into measurable economic and community outcomes.
  • Partner with the CEO and senior leadership team on financial activities including grant management, cash flow, forecasting, and financial benchmarking.
  • Set financial goals for the organization and develop strategies to achieve them.
  • Gather and analyze financial and visitation data with respect to spending, revenue streams, trends, costs, and compliance.
  • Oversee initiatives that stimulate business growth, job retention, and regional development.

Organizational Policies, Procedures, and Systems

  • Align organizational policies with regional economic growth, sustainability, and funding initiatives.
  • Establish fiscal management guidelines and financial operations standards across departments.
  • Identify inefficiencies in company systems and implement improvements to use resources more effectively.
  • Automate reporting and data systems across accounting, finance, grants, Chamber, and DMO departments.
  • Audit and improve cross-team processes for productivity and effectiveness.
  • Maintain organizational compliance and standard operating procedures (SOPs).

Community Engagement

  • Serve as a public-facing representative to investors, government agencies, and community partners.
  • Collaborate with stakeholders and partners to identify needs, gaps, and funding opportunities aligned with NTCA’s strategic plan.
  • Conduct research and market analyses to identify investment and expansion opportunities and evaluate future pipeline projects.
  • Regularly engage with elected officials, community leaders, Board members, and committee members to influence and drive strategy and implementation.

Risk Management

  • Assess organizational finances and identify areas of risk to assets and cash position.
  • Evaluate strategic and operational risks including cybersecurity-related threats.
  • Conduct internal controls and ensure compliance with applicable financial regulations.
  • Oversee and manage organizational insurance coverage.
  • Conduct regular audits of expenditures, assets, liabilities, and organizational processes.
  • Ensure compliance with tax laws, regulations, and legislation governing the organization.

Other Duties

  • Information Technology and/or Human Resources organizational oversight, as assigned.

Requirements:

Education and Experience

  • Bachelor’s degree and experience in finance, accounting, business administration, economic development, redevelopment, or a related field required.
  • Five to ten years of managerial experience overseeing teams and/or contractors.
  • CPA, CFA, or CMA designation preferred.

Knowledge, Skills, and Abilities

  • Strong accounting acumen and financial analysis skills.
  • Excellent verbal and written communication skills.
  • Analytical mindset with strong attention to detail and critical thinking.
  • North Lake Tahoe agency, NPO, private, government, and tribal collaborative work environment 
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and Google Workspace.
  • Ability to manage multiple priorities and work independently in a fast-paced environment.
  • Strong interpersonal skills and ability to collaborate effectively across teams and with external stakeholders.
  • Demonstrated leadership ability and problem-solving orientation.
  • Interest in community development, sustainability, or public administration.
