Senior Test Systems Engineering Program Manager
Work Schedule: 9/80
Location: Onsite
Overview
We are seeking a Senior Test Systems Engineering Program Manager with extensive experience overseeing engineering execution, cost/schedule performance, and cross-functional coordination for complex hardware and test-system programs. This role requires strong technical leadership, test-engineering knowledge, and a solid foundation in program management and EVMS.
Required Qualifications
  • Bachelor's degree in Science, Technology, Engineering, or Mathematics (STEM)
  • Minimum 10+ years of relevant engineering experience, or 7+ years with an advanced degree
  • Experience with:
    • Earned Value Management System (EVMS)
    • Program management, including cost/schedule control and integrated planning
    • Test Systems Engineering for both hardware and test software development, integration, verification, validation, and sustainment in production or manufacturing environments
  • Demonstrated experience collaborating with program offices, multifunctional teams, and internal/external customers
  • Proficiency with program-management tools such as:
    • EVMS
    • Integrated Master Plan (IMP)
    • Integrated Master Schedule (IMS)
    • Risk & Opportunity Management tools
  • Experience supporting financial performance processes including:
    • Budget management
    • Schedule management
    • Estimate at Complete (EAC)
    • Performance reporting
Preferred Qualifications
  • Experience managing multi-disciplinary engineering teams and sub-IPMs
  • Formal certifications, such as:
    • EVMS certification
    • Program Management certification
    • Equivalent internal PM Level certifications
  • Strong communication and interpersonal skills, with the ability to present technical and performance results to leadership
  • Experience in large program execution
  • Understanding of full program lifecycles:
    • R&D Engineering Development Transition to Production Production Sustainment
  • Experience with proposal and contract activities, including:
    • RFP review
    • Basis of Estimate (BOE) development
    • Proposal preparation and submission
    • SOW development
    • Contract startup and closeout
  • Experience with Automation Test Equipment (ATE) and Unit Under Test (UUT) methodologies
  • Understanding of Agile methodologies
