Job Duties
The Program Manager will lead Virginia Works' component of a $21.1 million workforce development initiative in partnership with the Virginia Department of Medical Assistance Services (DMAS). This initiative is designed to expand Registered Apprenticeship and upskilling programs through strategic partnerships between employers and educational institutions.
The Program Manager is responsible for overall program management, including ensuring compliance with state and federal requirements, defining key goals, and developing actionable steps for implementation. This role serves as the subject matter expert for program content and will establish processes for program delivery, including competitive mechanisms for awarding funds. The Program Manager will monitor progress toward goals, drive continuous improvement, and coordinate closely with the Rural Healthcare Apprenticeship Consultant and RHT Grants Admin/Financial Specialist to align efforts and address any areas of concern or non-compliance.
This is a restricted position funded by a five-year grant, effective March 1, 2026, through September 30, 2031. Continued funding is contingent upon annual performance reviews, which will determine eligibility for funding in each subsequent year.
Minimum Qualifications
Demonstrated comprehensive knowledge of program management principles and practices, including the ability to lead complex, long-term projects from planning through evaluation. Demonstrated knowledge of workforce development systems, employer engagement strategies, and training program design. Demonstrated strong analytical skills to interpret laws, regulations, and policies; conduct research; analyze data; develop sound conclusions; and recommend program improvements. Excellent communication, organizational, and project management skills, with the ability to build and maintain strong partnerships. Demonstrated ability to problem-solve independently, mentor staff, and lead teams effectively in a collaborative environment. Demonstrated proficiency in program design, stakeholder engagement, performance tracking, and continuous improvement strategies. Advanced proficiency in Microsoft Office Suite and familiarity with project management tools.
Additional Considerations
Knowledge of Virginia's workforce development ecosystem. Familiarity with public-private partnerships and grant-funded workforce programs. Experience and working knowledge in an Allied healthcare sector. Project Management Professional (PMP) certification and related experience
