Tria Federal is seeking a Senior Consultant - Program Governance & Healthcare Transformation SME to provide senior-level program governance, transformation, organizational effectiveness, and implementation support to the Department of Veterans Affairs.

The SME will establish and improve governance structures, operating rhythms, decision-making frameworks, performance-management processes, stakeholder engagement models, program artifacts, and transformation roadmaps that enable execution of complex healthcare initiatives across multiple program offices and stakeholders.

Responsibilities:
  • Design and improve governance structures, decision rights, escalation paths, and operating rhythms.
  • Develop governance frameworks, charters, decision logs, risk registers, action trackers, meeting structures, and executive reporting.
  • Lead current-state and future-state operating model assessments.
  • Support organizational redesign, process transformation, implementation planning, and operationalization.
  • Facilitate senior-level governance meetings and cross-functional stakeholder forums.
  • Synthesize complex operational information into executive-ready recommendations and decision-support materials.
  • Establish performance-management frameworks and metrics.
  • Develop transition plans, implementation roadmaps, readiness assessments, SOPs, stakeholder communication plans, and lessons-learned reports.
  • Identify dependencies and risks across IEN programs and coordinate mitigation activities.
  • Support healthcare implementation and operationalization activities.
  • Support organizational transformation activities.
  • Coordinate across program offices, VA stakeholders, and external partners.
Required Skills & Experience:
  • 8+ years of program management, management consulting, healthcare transformation, organizational effectiveness, or related experience.
  • Experience designing or managing governance structures for complex, multi-workstream programs.
  • Demonstrated experience with executive-level stakeholder management.
  • Strong program controls experience involving milestones, dependencies, risks, issues, decisions, actions, and deliverables.
  • Experience facilitating executive governance meetings and cross-functional working groups.
  • Experience developing operating models, process-improvement plans, transformation roadmaps, or implementation strategies.
  • Bachelor's degree required; Master's degree preferred.
  • PMP or equivalent program-management credential preferred.
