Job ResponsibilitiesServes as a liaison, guide, and technical expert for developing GIS products in support of hazard mitigation planning. Supports the development of local hazard mitigation plans that meet federal requirements. Designs and edits GIS data for numerous products including hazard identification and risk analysis updates and maintenance of the MitigationSC online platform. Uses GIS tools to develop data visualization products. Maintains data integrity and accuracy. Delivers related training and technical support. Assists with update and maintenance of the State Hazard Mitigation Plan (SHMP) to reduce damage in future emergencies and to support implementation of federal mitigation grant programs. Attends meetings to advocate for and educate on the importance of community risk reduction and mitigation planning. Coordinates with other state agencies involved in GIS and mitigation planning to ensure consistency of statewide hazard reduction goals. Possess knowledge of spatial analysis and cartography, graphic hardware and GIS software. Must possess the ability to prepare analytical and concise maps, tables, reports, plans, and oral presentations. Must have excellent written and oral communication skills. May incur occasional overnight travel or work irregular hours during emergencies. Supports the Plans and Recovery sections during activations of the State Emergency Operations Center (SEOC).
Minimum and Additional RequirementsA bachelor's degree plus work experience in emergency planning, operational planning, public health management, or geography or a related field. Must be highly proficient in Microsoft Office. Must have or be able to obtain a South Carolina driver's license.
Preferred QualificationsDegree in geography or a related field and work experience in the development and maintenance of geographic information systems. S.C. or IAEM Certified Emergency Manager (or other state equivalent) certification is preferred or will seek to complete within three years. Experience in emergency planning, operational response, or multi-agency coordination is preferred.
