GIS Analyst
Department: Information Technology
FLSA Status: Non-Exempt
Annual Salary: $35,792.23 - $53,289.76
Position Overview:
The GIS Analyst performs professional geographic information systems (GIS) work in support of the City's GIS Division and departmental operations. This position is responsible for maintaining GIS data, producing maps and visualizations, supporting routine spatial analysis activities, and assisting departments with GIS-related requests and applications.
The GIS Analyst works under general supervision and serves as a technical support resource for GIS operations. Responsibilities include maintaining geospatial datasets, supporting field data collection efforts, assisting with GIS application support, and producing cartographic products for internal and public use. This position is classified as a Critical personnel classification for Emergency Response. This means that during an emergency response this position is a subset of essential personnel that must be physically present during an emergency due to the nature of their roles. Critical status is defined as employees whose duties are vital to maintain basic municipal functions during an emergency.
Essential Job Functions:
Essential job duties and functions, pursuant to the Americans with Disabilities Act, may include the following:
  • Maintain and update GIS datasets, maps, and geospatial records to support city operations and departmental needs.
  • Produce maps, exhibits, and cartographic products for city departments, projects, presentations, and public information purposes.
  • Perform routine spatial analysis and data queries to support planning, infrastructure, public safety, and operational activities.
  • Assist with collection, verification, and processing of GIS and GPS field data.
  • Support the maintenance and organization of geodatabases and related GIS data systems.
  • Provide technical assistance and user support for GIS applications, mapping requests, and Internet Mapping Services.
  • Assist departments with locating, interpreting, and utilizing GIS data and mapping resources.
  • Review GIS data for accuracy, completeness, and consistency and report discrepancies as needed.
  • Support the preparation of maps, reports, and documentation for projects, operational needs, and grant-related activities.
  • Assist with maintaining GIS standards, documentation, and workflow procedures.
  • Coordinate with internal departments to fulfill routine GIS requests in a timely and accurate manner.
  • Participate in ongoing professional development to maintain knowledge of GIS technologies, ESRI platforms, and industry best practices.
  • All other duties as assigned by your direct supervisor, manager, director or mayor.

Knowledge Skills and Abilities:
Must possess the required knowledge, skills, abilities and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Requires working knowledge of automated mapping principles and cartographic procedures.
  • Possesses working knowledge of Environmental Systems Research Institute (ESRI) software, including ArcGIS Pro and ArcGIS Online.
  • Exhibits basic knowledge of GIS data management concepts and geodatabases.
  • Demonstrates basic knowledge of GPS data collection methods and procedures.
  • Possesses working knowledge of Microsoft Office Suite of software.
  • Demonstrates the ability to create and maintain accurate GIS maps and related data.
  • Proficient in the ability to analyze data, perform routine spatial analysis, and solve basic technical problems.
  • Proven ability to provide technical support for GIS applications and mapping services.
  • Proven ability to communicate effectively both verbally and in writing.
  • Proficient in the ability to establish and maintain effective working relationships with city staff and the public.
  • Exhibits the ability to follow written and oral instructions and work independently on assigned tasks.
  • Possesses the ability to manage multiple assignments and meet deadlines.
  • Requires knowledge of standard office equipment and its use, including computers, printers, and large-format plotters.
  • Obtains basic knowledge of scripting or web technologies (e.g., Python, HTML, CSS, JavaScript) preferred.

Education and Experience
Bachelor's degree in Geography, GIS, Computer Science, or a related field required. Preferred qualifications include experience using ESRI GIS software, knowledge of GIS mapping principles and geospatial data management, and internship, academic project, or other practical GIS experience.
Licenses of Certifications
A valid Mississippi Driver's License. GIS Professional (GISP) certification preferred but not required.
