Job description

Summary Statement Perform advanced GIS and mapping functions involving the collection, maintenance, quality control, and analysis of spatial data across multiple databases. This position develops and updates digital and hard-copy mapping products while conducting complex statistical and spatial analyses under general supervision. This position is based out of the Parks Design Office in Boise, Idaho, and works up to 19 hours per week.

Essential Functions Performs GIS data design, development, maintenance, and manipulation of internal and third-party geospatial data products related to city business needs. Researches, investigates, and verifies data from internal and external sources for compliance with City standards and appropriateness for use and inclusion into the city's GIS. Assists with data maintenance for the department's spatial assets within the CMMS system (Vueworks).

Verifies the accuracy of field-collected spatial data. Maintains data maintenance procedures, metadata documents, and ensure data integrity and compliance with the city's GIS data standards. Performs complex geospatial analysis on existing data to generate statistics, discover correlating information, solve problems, or make recommendations in support of city services.

Designs, creates, maintains and updates maps, drawings, plans, spreadsheets, data files and documentation for a wide variety of city uses. Coordinates, designs, and produces a variety of maps and other graphic representations displaying layers, attribute data, and geospatial analysis using cartographic techniques to represent spatial data. Enters attribute data pertaining to specific features into relational databases.

Resolves end-user problems related to GIS data. Provides city GIS users with support in use of GIS software. Assists with enterprise and department-level GIS planning and coordination.

Participates in department specific GIS coordination meetings. Develop training manuals and procedures as needed. Provides expertise on business rules and testing support for departmental functions and related GIS software applications.

Provides customer service by answering questions regarding specific departmental GIS related data or activities. Performs other duties as assigned. Nothing in this job description restricts management's right to assign or reassign duties and responsibilities to this position at any time.

Requirements Required Knowledge, Experience, And Training Associates degree with emphasis in Geographic Information Systems, geography, or related field, and two years experience using GIS software in the design and production of thematic maps and other applications, or an equivalent combination of education and/or experience. Functional knowledge of: GIS concepts, practices and techniques, including computer mapping and attribute data conversion, transfer, manipulation and analysis. GIS and computer-aided drafting software, tools, and applications.

Relational database concepts, methods and practices. Terminology, methods and techniques used in engineering maps and records. Data gathering and research skills.

Ability to: Utilize a variety of ESRI GIS software, graphics and other applications. Interpret maps, graphs, satellite and aerial images. Recognize and resolve discrepancies in attribute data.

Perform spatial analyses and create data queries using a variety of data querying tools. Prepare accurate GIS cartographic products. Display an attitude of cooperation and work harmoniously with all levels of City employees, the general public and other organizations.

Communicate effectively in the English language at a level necessary for efficient job performance. Complete assignments in a timely fashion. Understand and comply with all rules, policies and regulations.

Maintain prompt and regular attendance. Perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation. Preferred Knowledge, Experience, And Training Bachelor's degree in GIS, geosciences, or related computer field, and three year of experience using GIS software in the design and production of thematic maps and other applications, or four years of progressively responsible GIS experience performing GIS data analysis, programming, design and production of thematic applications, or similar in an information systems environment, or an equivalent combination of education and/or experience.

GIS Certified Professional (GISP) designation. Experience with versioning in ArcSDE databases, network analysis, geometric networks, or spatial analysis and/or knowledge of the Content Standard for Digital Geospatial Metadata (CSDGM) practices.
