Job description

LHH Recruitment Solutions is looking for an Accounting Manager for one of our clients located in Oakland, California. This position is 100% in-office and reports directly to the Director of Finance Operations. The ideal candidate will bring strong governmental accounting expertise, reporting processes, and have demonstrated leadership and management experience. Responsibilities:
  • Plans, organizes, and manages the activities of the Mixed Finance division
  • Develop and implement the division's goals, objectives, initiatives, policies, and procedures
  • Responsible for budgetary, financial accounting functions, and the expenditure of funds
  • Oversee and provide guidance on all financial aspects of the pre-development, rehabilitation, and construction process and activities of the mixed finance properties and affiliate entities, including job cost accounting and financial reporting structures set up.
  • Responsible for the preparation of mixed finance entities' ad-hoc financial reports and the financial reports as mandated by the U.S. Department of Housing and Urban Development (HUD), including the related areas of the Agency's Annual Comprehensive Financial Report (ACFR).
  • Responsible for both internal and external audits for the affiliate entities, including gathering information from various departments, facilitating the annual financial audits, and filing tax returns as required.
  • Prepares closing journal entries at various stages of asset acquisition, conversion, construction close-out, demolition, or asset liquidation.
Qualifications:
  • Bachelor's Degree in Accounting, Finance, or related field is required
  • Seven (7) years of progressively responsible experience in accounting, auditing, and financial management, including accounting system implementation
  • Strong knowledge of governmental accounting principles, fund accounting, internal controls, and audit standards
  • Experience preparing complex financial statements and reports in a regulated environment
  • Ability to analyze complex financial data and recommend effective solutions
  • CPA license would be a plus
