Job description

Our client, a government organization in Oakland, is actively seeking an experienced IT Manager to join their team on a long-term contract basis. This individual must have hands-on experience in designing, implementing, and maintaining the Azure Cloud infrastructure, Cybersecurity controls, Data Management and Integration, and developing AI platforms.

RESPONSIBILITIES:

• Manages employees within the IT Department, including training, development, mentoring, and performance management.

• Participates in the development and implementation of goals, objectives, work standards, policies, procedures and short- and long-term strategic plans

• Develops, administers, and manages the budget for the IT Department, including forecasting staffing, equipment and supply needs; monitoring expenditures; approving expenses; and implementing budget adjustments.

• Continuously evaluates the efficiency and effectiveness of service delivery methods, workflows, support systems and reporting structures.

• Serves as a technology advisor to business units by supporting the planning, development, and implementation of technology programs and projects that improve service delivery and operational efficiency.

• Administers information technology-related contracts, including negotiating and renewing cost-effective agreements, monitoring vendor performance and ensuring compliance

• Leads and participates in projects involving systems analysis, design, development and implementation of new systems and enhancements

• Oversees the administration, maintenance and optimization of enterprise-wide and departmental business applications and technology platforms

• Acts as a liaison between other departments and external organizations. Participates in meetings, supports committees and task forces

• Provides advanced staff support to executive leadership, including developing and reviewing reports, analyses, and recommendations related to assigned programs and services.

• Performs other related duties as assigned.

QUALIFICATIONS:

• 7-10 years’ of IT management experience with proven ability to lead and develop high-performing technology teams through effective supervision, coaching, mentoring and performance management

• Extensive experience working with the Azure Cloud Infrastructure including:

o Designing and managing Azure environments

o Provisioning and maintaining Virtual Machines

o Managing Virtual Networks and VPNs

o Administering Microsoft Entra ID (Azure AD)

o Implementing cloud security controls

o Monitoring performance and availability

o Disaster recovery and backup management

o Migrating workloads from on-premises to Azure

o Infrastructure automation using PowerShell, ARM, Bicep, or Terraform

o Cost optimization and cloud governance

• Strong knowledge of IT governance, strategic planning, budgeting, project management, vendor management, and technology service delivery best practices.

• Strong understanding of enterprise applications, system integration, data management, cybersecurity principles, and technology infrastructure.

• Experience managing technology contracts, vendor relationships, and service-level agreements to ensure quality service and regulatory compliance.

• Ability to build collaborative relationships across departments and serve as a trusted advisor on technology strategy and business process improvements.

PHYSICAL REQUIREMENTS:

• May be tasked with lifting, carrying, pushing or pulling up to 25 lbs., if able to do so.

• Must be able to sit for prolonged periods of time and walk/stand for moderate periods of time.

• Must be able to bend at the knees and waist frequently

• Must be able to repetitively use a telephone and a computer mouse and keyboard.
