TS/SCI Mid-Level Program Analyst - Strategic Communications _R&D
Springfield, VA | Information Technology
Drive Innovation from Concept to Mission Impact
Bailey Information Technology, LLC is seeking a Mid-Level Program Analyst to support a dynamic Research & Development Office where emerging technologies evolve into operational capabilities supporting mission-critical operations. This role blends program management, technology transition, and strategic engagement to help deliver measurable impact across the customer mission space.
You'll work at the intersection of science, technology, acquisition, and communications, supporting the successful execution, protection, and transition of advanced R&D programs.
Clearance Requirement
  • Active TS/SCI clearance required
  • Must be able to obtain a CI Polygraph within 30 days of joining the team

Key Responsibilities
  • Lead R&D program development from concept inception through technology transition and transfer
  • Manage cost, schedule, and performance baselines using RDT&E and O&M funding, applying PPBE, FAR, DFARS, and FMR processes to support program execution
  • Draft, review, and edit R&D documentation including SOWs, SOOs, BAAs, CRADAs, PIAs, OT agreements, Technology Transfer agreements, and transition plans
  • Coordinate program protection activities involving Intellectual Property, Export Control/ITAR, TRLs, and security classification requirements
  • Partner with T3P, OGC, OCS, ORTA, and Technical Offices to facilitate technology transition, transfer, reporting, and stakeholder coordination
  • Develop and implement effective communications strategies supporting the execution of Technology Transfer programs and ORTA initiatives
  • Prepare leadership-ready briefings, strategic analyses, presentations, and executive-level communications materials
  • Write, edit, and distribute publications, annual reports, public releases, website content, outreach materials, and other communications supporting organizational visibility and engagement
  • Support quarterly reviews, industry days, budget submissions, and outreach events designed to communicate program value, progress, and mission impact
  • Facilitate meetings, capture action items, and coordinate communication efforts across internal and external stakeholders independently
  • Support the Office of Research and Technology Applications (ORTA) team in advancing Technology Transfer objectives and strategic communications initiatives

Who You Are
  • Experienced in R&D program development, from early concept through operational transition
  • Skilled in program management with knowledge of cost, schedule, and performance management principles
  • Familiar with RDT&E funding, PPBE, FAR, DFARS, and FMR processes for program planning and execution
  • Proven ability to develop and manage R&D documentation, agreements, and acquisition artifacts
  • Knowledgeable in Intellectual Property, Export Control/ITAR, TRLs, and security classification considerations affecting program protection and transition
  • Strong strategic communicator with experience creating and managing internal and external communications, publications, reports, digital content, and outreach initiatives
  • Experienced supporting ORTA and Technology Transfer activities through communications planning, stakeholder engagement, and mission-focused messaging

Qualifications
Required:
  • BA/BS or MA/MS in Business Management, Systems Management, Communications & Marketing, or related discipline
  • 10+ years of relevant professional experience
Desired:
  • MBA with concentration in Technology Management
