Job description

Koniag Professional Services, LLC a Koniag Government Services company, is seeking a Technical Security Manager with a Top- Secret security clearance to support KPS and our government customer in Arlington, VA.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Oversee and manage the DARPA Technical Security contractor team.
  • Perform TSCM activities at DARPA Headquarters and at selected contractor sites that support DARPA technical program activities.
  • Provide TSCM and CTTA support as directed by DARPA
  • Identify programs, situations, and activities that require the application of TSCM and TEMPEST
  • Recommend for approval the use of these techniques and upon approval apply, conduct, within capabilities, oversee and/or coordinate the approved or required TSCM and TEMPEST activities
  • Conduct TSCM activities to ensure that working environments are free of technical surveillance devices;
  • Identify hazardous conditions that could facilitate technical surveillance
  • Identify conditions which are, or contribute to, technical security weaknesses (items of security interest, physical vulnerabilities, technical hazards, and technical penetrations)
  • Correct deficiencies and employ countermeasures to defeat technical surveillance efforts
  • Liaise with the TSCM community
  • Prepare and/or review TSCM related reports, to include reporting relevant information through channels to the appropriate counterintelligence activity
  • In concert with external and internal agencies or activities, conduct and report the results of, a Technical Threat analysis
  • Coordinate TSCM and TEMPEST support with internal and external agencies and activities; employ operations security regarding any proposed, planned, in progress, or completed TSCM and TEMPEST service of a facility
  • Plan and recommend for approval to the Government TSCM support activities, implementing the plans upon approval
  • Develop and recommend TSCM priorities
  • Keep abreast, and advise SID Government representatives of current technical surveillance threats and recommend countermeasures to the threats
  • Participate, as authorized in DoD Technical Surveillance Integrated Management Group (TSIMG) activities related to TSCM research, development, test and evaluation (RDT&E), training, and exercises.

Required Skills and Experience for this position:

  • Possess extensive knowledge in investigations, electronics, security evaluation, and construction as it relates to the DoDI 5240.05 (TSCM).
  • Have a minimum of ten (10) continuous years of TSCM experience immediately preceding work on this contract, with at least three of those years supervising one or more TSCM teams.
  • High school diploma
  • Must have successfully completed the Interagency Training Center’s (ITC) TSCM Fundamentals Course prior to performing TSCM functions on this contract.
  • Additionally, shall, at least annually, attend refresher or other specialized training to remain proficient and knowledgeable concerning unusual or new technical penetration and/or detection techniques; and successfully completed a course in electronics fundamentals such as electronics, avionics, telephone systems operations and maintenance, information systems operations and maintenance, and/or alarm systems operation and maintenance.
  • In good general health without physical impairments which would interfere with the performance of duties, including prolonged walking, standing, sitting, climbing stairs, moving rapidly to respond to various situations.

Required Skills and Experience for work at DARPA on this contract:

  • Be a US Citizen
  • Be able to work a flexible schedule to accommodate SID and DARPA needs;
  • Be able to travel and perform work at other geographical locations;
  • Have the ability to maintain cooperative working relationships with those contacted in the course of work activities.
  • Able to read, write, speak, and understand the English language and have the ability to communicate effectively verbally and in writing.
  • Have the ability to accurately and completely prepare and maintain files, records, and reports and to convey factual information.
  • Have the ability to coordinate multiple tasks efficiently.
  • Have the ability to remain calm in emergency situations.
  • Have the ability to understand and carry out oral and written directions with limited supervision.
  • Have skill in reading, writing, basic math, document composition, and analytical problem solving; and
  • Must be at least 21 years of age at the time of employment on the contract.
  • Fluent in the written and spoken English language and shall have strong written and oral communication skills.

Clearance Requirement:

  • Top Secret clearance, with eligibility for SAP and SCI access.
