Position Overview:
Entrust is currently looking for a Cloud Technical Program Manager to join our team. This position is based in our Shakopee, Minnesota, or Ottawa, Canada, office and will report to the VP, SaaS & Infrastructure Operations. The Cloud Technical Program Manager serves as the single point of contact and strategic liaison between Entrust and its managed cloud services partners. This role ensures seamless coordination across all internal functions-including Operations, Engineering, Security, Compliance, Product, Professional Services and Customer Success-to deliver reliable, scalable, and compliant SaaS platform operations. The Cloud TPM drives cross-functional alignment, manages program execution, and ensures operational excellence across the cloud platform lifecycle, including establishing a consistent reporting cadence, coordinates definition and tracking of key performance indicators (KPIs), and maintaining an executive-ready operational dashboard. The role also proactively identifies, documents, and escalates risks, issues, and dependencies, driving mitigation plans and ensuring timely decision-making and stakeholder alignment.
Key Responsibilities:
  • Vendor/Partner Coordination: Act as the primary liaison between the organization and the cloud managed services provider, ensuring alignment on SLAs, deliverables, roadmaps, and escalation processes.
  • Cross-Functional Program Management: Orchestrate initiatives across Service, DevOps, SRE, R&D, Security, Compliance, Product Management, FinOps, and Customer Success teams to ensure unified execution.
  • Operational Excellence: Drive incident management processes, change advisory board reviews, capacity planning, and SLA compliance monitoring across the platform.
  • Security & Compliance Oversight: Coordinate security operations, PCI-DSS compliance, vulnerability management, and third-party risk management (TPRM) assessments with both internal and partner teams.
  • Release & Deployment Governance: Oversee and report on the end-to-end release lifecycle, coordinating between R&D and the managed service partner to ensure timely and reliable deployments.
  • Stakeholder Communication: Provide regular executive reporting on platform health, SLA performance, incidents, risks, and program milestones. Facilitate operational review meetings with internal and partner leadership.
  • Global Scalability: Support the expansion of the cloud platform to additional regions and product lines, ensuring governance models, SOWs, and operational playbooks scale effectively.
  • Transition & Reversibility Planning: Own the planning and execution of service transition activities, including onboarding, knowledge transfer, and reversibility/exit strategy development.

Basic Qualifications:
  • 8+ years of experience in Technical Program Management, with at least 5 years focused on cloud infrastructure, SaaS operations, or platform engineering programs
  • Proven experience managing third-party/vendor relationships in a managed services or outsourced operations model
  • Strong technical understanding of cloud platforms (AWS, Azure, or GCP), CI/CD pipelines, Infrastructure-as-Code (IaC), and containerization technologies
  • Deep familiarity with SRE practices, incident management, change management (CAB/CCB), and SLA/SLO governance
  • Experience managing global/multi-region cloud platform expansions
  • Familiarity with FinOps practices, cloud cost optimization, and spend governance
  • Background in security-sensitive industries (financial services, payments, identity management)
  • Experience with observability stacks (Splunk, Grafana, ELK) and SIEM platforms
  • Experience with regulatory compliance frameworks such as PCI-DSS, SOC 2, or ISO 27001
  • Exceptional stakeholder management and communication skills, with the ability to influence across engineering, security, product, legal, and executive leadership
  • PMP, PgMP, or similar program management certification; ITIL or cloud certifications (AWS Solutions Architect, Azure Administrator) are a plus
  • Bachelor's degree in Computer Science, Engineering, Information Technology, or a related field (or equivalent experience)

Key Competencies:
  • Cross-functional leadership and influence without authority
  • Vendor and contract governance
  • Risk identification and mitigation
