Job description

Position Title: Technical Manager / SME – Master Planning Support

Location: Primarily desk-side / remote from the Contractor's office or home office (CONUS including Alaska, Hawaii, and outlying areas); occasional on-site support at DoD installations. OCONUS travel is highly unusual and only as required by individual task orders.

Clearance: Favorable NACI (minimum); ability to obtain installation access/CAC as needed.

Purpose / Customer Benefit: Provides compliant Master Planning expertise (UFC 2-100-1) to offset temporary Garrison staffing shortfalls, enabling installations to maintain current and accurate facility planning without permanent Government hires.

Key Responsibilities:

  • Conduct Master Planning activities on installations in accordance with UFC 2-100-1.
  • Support Garrison staff with planning studies, updates, and analysis while strictly avoiding full A&E design or work that leads to construction.
  • Integrate Real Property data, space utilization, and mission requirements into planning products.
  • As Technical Manager: Lead planning efforts, coordinate with multiple stakeholders, and mentor junior planners.

Minimum Qualifications:

  • Bachelor's degree in Urban Planning, Architecture, Engineering, or related field (Master's preferred).
  • Minimum 6 years of experience performing Master Planning or installation planning for DoD or Federal customers.
  • Demonstrated knowledge of UFC 2-100-1 and related planning criteria.
  • Experience with Real Property systems and GIS integration in planning products.
  • Strong facilitation and stakeholder coordination skills.
  • Must maintain IAT Level I and favorable NACI.

Success Metrics:

  • Planning deliverables accepted and used by Garrison staff to inform real property decisions.
  • No scope creep into prohibited design or construction activities.
