Job description

Position Title: Technical Manager / SME – Requirements Analysis

Location: Primarily desk-side / remote from the Contractor's office or home office (CONUS including Alaska, Hawaii, and outlying areas); occasional on-site support at DoD installations. OCONUS travel is highly unusual and only as required by individual task orders.

Clearance: Favorable NACI (minimum); ability to obtain installation access/CAC as needed.

Purpose / Customer Benefit: Produces basic-level facility requirements studies that establish validated needs and serve as the foundation for DD1391 development-directly supporting programming and funding decisions.

Key Responsibilities:

  • Conduct basic-level studies that establish the need for a given facility on an installation.
  • Differentiate requirements analysis from PAX processor system work.
  • Integrate Real Property data, mission requirements, and space utilization into clear requirements documents.
  • As Technical Manager: Standardize requirements analysis methodology and review products for completeness.

Minimum Qualifications:

  • Bachelor's degree in Planning, Engineering, Business, or related field.
  • Minimum 4 years of experience developing facility requirements or DD1391 precursors for DoD installations.
  • Strong analytical and writing skills.
  • Familiarity with DoD programming processes and Real Property systems.
  • Must maintain IAT Level I and favorable NACI.

Success Metrics:

  • Requirements documents accepted as valid precursors to DD1391 development.
  • Clear linkage between mission need and facility requirements demonstrated.
