Job description

Position Title: Technical Manager / SME – Environmental Support

Location: Primarily desk-side / remote from the Contractor's office or home office (CONUS including Alaska, Hawaii, and outlying areas); occasional on-site support at DoD installations. OCONUS travel is highly unusual and only as required by individual task orders.

Clearance: Favorable NACI (minimum); ability to obtain installation access/CAC as needed.

Purpose / Customer Benefit: Delivers environmental studies, regulatory compliance, and NEPA process support that enables installations to meet environmental requirements while offsetting temporary staffing shortfalls-without crossing into design or construction.

Key Responsibilities:

  • Conduct environmental studies, regulatory reviews, and National Environmental Policy Act (NEPA) processes in support of Real Property actions.
  • Support all levels of NEPA analysis while strictly excluding design or new construction support.
  • Provide environmental expertise to Garrison staff on an as-needed basis.
  • As Technical Manager: Oversee environmental deliverables and ensure regulatory compliance across multiple task orders.

Minimum Qualifications:

  • Bachelor's degree in Environmental Science, Environmental Engineering, Biology, or related field (Master's preferred).
  • Minimum 5 years of experience conducting environmental studies or NEPA documentation for DoD or Federal projects.
  • In-depth knowledge of NEPA, 32 CFR Part 651, and applicable environmental regulations.
  • Experience preparing Environmental Assessments (EAs) or Environmental Impact Statements (EISs).
  • Must maintain IAT Level I and favorable NACI.

Success Metrics:

  • All NEPA and environmental deliverables accepted without regulatory deficiency.
  • Timely support that prevents project delays due to environmental compliance gaps.
