Deputy Task Order Project Manager

On the Human Health and Performance Contract we are at the forefront of safeguarding astronaut health, ensuring human performance, and advancing technologies for human space exploration. We are seeking a Deputy Task Order Manager (TOM) for Crew and Thermal Systems Division support at the NASA Johnson Space Center (JSC) in Houston, TX.

What You'll Do:

In this role, you will assist with Human Health & Performance Contract 2 (HHPC2) work performed in the Engineering Department (ENG), for the technical, cost, and schedule performance of the work conducted within the task order. This position will open customer interface opportunities in the Crew and Thermal Systems Division (EC) Division. You will build and maintain trusted relationships with key customers, stakeholders, and employees. You will interface with the Engineering Department Manager, HHPC2 EC TOM, Subtask Leads, HHPC2s management at the Program and Department levels, NASA Division, Branch Management and Technical Monitors, KBR functional organization representatives, and other HHPCs TOMs. You will assist with managing the task order, maintaining budget and schedule for all assigned tasks.

The Deputy TOM will primarily interface with the EC TOM. The Deputy TOM will assist with overseeing the development of TO including contribution to a portfolio of Level of Effort (LOE) and Cost Reimbursable (CR) subtasks; coordination of Task Order, Subcontract and Department level project status reporting; generating and approval of estimates, schedule management, processes management, Requests for Amendment (RFA) and Statements of Work (SOW) development. You will actively seek new work opportunities. You should have the ability to communicate difficult concepts and negotiate with others to influence decisions.

You will:

  • Assist with task order oversight and customer negotiations, customer satisfaction, and issue resolution.
  • Assist with reviewing deliverables documented within task order, to ensure that contract performance, cost, and schedule goals are met.
  • Assist with the preparation of monthly budget review charts for HHPC2 and the NASA customers and work with Sub Task Leads to provide accurate estimates.
  • Assist with developing, maintaining, and reporting on budgets that accurately reflect estimated and actual costs for planned requirements and deliverables, including regular periodic presentation of budget performance to NASA customers.
  • Work with Sub Task Leads and NASA customers to prepare contract modifications.
  • Build and maintain trusted relationships with key customers, stakeholders, and management.
  • Review and approve purchases within the task order to ensure that funds are being spent appropriately.
  • Track large procurements and subcontracts to ensure timely delivery.
  • Facilitate cross project coordination and knowledge sharing
  • Share knowledge, implement lessons learned and best practices at every opportunity. This will include identification and remediation of corrective and preventive actions.
  • Contribute to HHPC2 areas of emphasis and implement process improvements.
  • Serve as a member of the Engineering Department Engineering Leadership Team with tasks including but not limited to review of project documentation, employee training and mentorship, definition of project data management, and participating in process improvement activities
  • Other duties as assigned.

What You Bring:

You bring extensive experience in flight hardware development and design, mentoring engineers from disparate disciplines, and collaboration with peer managers. You rely on extensive experience and judgment to plan and accomplish goals. You bring a mature, professional judgment. You comply with KBR's Safety, Health and Environmental Plan, Quality Plan, and all safety policies and procedures, and complete all assigned training.

Your Qualifications:

  • This position requires US Citizenship or Permanent Resident status due to the sensitivity of customer related information.
  • Bachelor's degree in engineering or related field
  • 5+ years' experience in the NASA/JSC environment or equivalent aerospace industry experience
  • Sub Task Lead experience (minimum of 2 years' required; 5+ years preferred).

Your Skills:

  • Demonstrated experience working projects in accordance with EA-023, Project Management for the Engineering Directorate and/or SA-WI-04, Project Management of Flight Hardware Developments
  • Demonstrated experience with engineering project management, development, design and execution under the Human and Health Performance Contract 2 is highly desirable
  • Familiarity with project management practices and working with Business Office/Program Office on financial challenges; PMP desired
  • Exceptional problem-solving, analytical, and decision-making skills
  • Effective at handling multiple tasks; flexible and respond quickly and positively to change
  • Excellent communication skills, both verbal and written
  • Ability to interact across organizations and all levels of personnel
  • Demonstrated leadership qualities to inspire and build a culture of safety and quality

This position is expected to be 100% on site and in person. Occasional travel may be required.
