What is an IT project manager PMO?

An IT Project Manager PMO is a professional who oversees technology projects within an organization and works within or alongside the Project Management Office (PMO). Their role involves planning, executing, and closing IT projects while ensuring alignment with the organization's standards, strategies, and methodologies set by the PMO. They coordinate resources, manage budgets and timelines, and ensure project objectives are met efficiently and effectively. The PMO aspect emphasizes adherence to best practices, governance, and continuous improvement across all IT projects.

How does an IT project manager PMO typically collaborate with cross-functional teams to ensure project success?

An IT Project Manager in a PMO setting frequently works with cross-functional teams, including developers, business analysts, QA testers, and stakeholders from various departments. This collaboration involves regular status meetings, clear communication of project goals, and proactive identification of risks or roadblocks. The PMO framework provides standardized processes and tools, which the project manager uses to align team members and ensure everyone is working toward shared objectives. Building strong relationships and facilitating transparent communication are key to navigating the complexities of cross-departmental projects.

What are the key skills and qualifications needed to thrive as an IT project manager PMO, and why are they important?

To thrive as an IT Project Manager PMO, you need strong project management expertise, knowledge of IT systems, and typically a degree in information technology or business along with PMP or PRINCE2 certification. Familiarity with project management tools like MS Project, Jira, or Asana, and PMO frameworks is essential. Exceptional leadership, communication, and problem-solving skills set top performers apart in this role. These abilities ensure effective project delivery, alignment with business objectives, and successful stakeholder engagement in complex IT environments.

(NYSE: HHH) and is recognized for its ongoing commitment to design excellence and to the cultural life of its communities. Building on that foundation, we foster a culture of curiosity that empowers every employee to shape their own story within our organization.

About the Role

We are seeking a highly detail-oriented and process-driven Quality Assurance Project Manager to enhance governance, delivery quality, and execution consistency across the IT Project Management Office (PMO). This role partners closely with Application, Infrastructure, Cybersecurity, and Governance, Risk & Compliance (GRC) teams to establish and enforce project quality standards, coordinate testing and release readiness activities, validate adherence to PMO methodologies, and ensure projects are delivered with operational excellence and minimal risk.

This role will serve as a central quality and controls function across the PMO portfolio, helping improve delivery outcomes, standardize project execution practices, and strengthen organizational readiness for audits, compliance, and enterprise-scale transformation initiatives.

What You Will Do

  • Define, implement, and enforce PMO quality assurance standards, methodologies, governance controls, and stage-gate review processes across the project portfolio.

  • Conduct quality reviews of project artifacts including business requirements, project plans, RAID logs, test strategies, deployment plans, cutover runbooks, and status reporting to ensure completeness, accuracy, and traceability.

  • Establish and monitor project quality metrics and KPIs, including schedule adherence, scope management, testing completion, defect trends, change control compliance, and release readiness.

  • Coordinate and oversee User Acceptance Testing (UAT), system integration testing, regression testing, and validation activities across enterprise initiatives.

  • Validate project readiness for production deployment, including rollback procedures, communication plans, operational support models, training readiness, and Go/No-Go approvals.

  • Identify delivery risks, process gaps, and quality concerns across active initiatives and work with project teams to implement corrective actions and remediation plans.

  • Develop standardized PMO templates, QA checklists, testing frameworks, governance documentation, and process playbooks to improve consistency across projects.

  • Partner with PMO leadership to strengthen project governance, portfolio reporting, and compliance with internal controls, SDLC standards, audit requirements, and change management processes.

  • Support audit readiness activities related to SOX, cybersecurity, vendor risk, and IT general controls (ITGCs) by ensuring projects maintain proper documentation, approvals, and testing evidence.

  • Produce portfolio-level dashboards and concise reporting highlighting quality trends, project health indicators, risks, dependencies, and remediation activities.

  • Drive continuous improvement initiatives focused on PMO maturity, operational efficiency, delivery quality, and organizational adoption of best practices.

  • Build strong collaborative relationships across Accounting, Development, Operations, Marketing, Infrastructure, Security, and Enterprise Applications teams.

  • This list is not meant to be "all-inclusive" and other job-related duties may be assigned. Howard Hughes Communities reserves the right to change or modify responsibilities as necessary based on business objectives.

About You

  • 5 - 8+ years of experience in Quality Assurance, PMO Governance, Project Controls, Program Management, or IT Delivery Management.

  • Strong understanding of project lifecycle governance, SDLC methodologies, testing frameworks, release management, and enterprise project delivery standards.

  • Experience coordinating or overseeing UAT, defect management, test execution, and production readiness activities across enterprise applications and infrastructure initiatives.

  • Exceptional attention to detail with strong analytical, organizational, written, and verbal communication skills.

  • Experience developing and enforcing PMO standards, quality gates, templates, and delivery methodologies.

  • Proven ability to identify project risks, process deficiencies, and quality concerns while driving remediation and continuous improvement.

  • Familiarity with audit and compliance requirements including SOX controls, ITGCs, cybersecurity standards, and vendor governance practices.

  • Experience with PMO and reporting tools such as Monday.com, Azure DevOps, ServiceNow, Microsoft Project, Power BI, Excel, or similar platforms.

  • Working knowledge of Agile, Waterfall, and hybrid delivery methodologies.

  • Ability to manage multiple concurrent initiatives in a fast-paced enterprise environment while maintaining high-quality standards.

  • Nice to have: PMP, PMI-ACP, ITIL, Lean Six Sigma, CBAP, Prosci, or QA/testing certifications.
