Job Summary:
Utility Construction Company has an immediate opening for a newly created role at our Canby, Oregon headquarters, reporting directly to the HR Manager. The Talent Acquisition and Development Specialist is responsible for finding, attracting, and onboarding high-quality candidates to meet the strategic workforce needs of the company. Once talent is secured, this role pivots to maximizing their potential by creating targeted training programs, supporting career pathing, and helping employees align their professional growth with overall business goals.


Core Responsibilities:
Talent Acquisition & Sourcing.
Consult with hiring managers to define role requirements, refine job standards, and develop structured selection criteria.
Build active talent pipelines through diverse channels, including social networks like LinkedIn Recruiter, job boards, and community partnerships.
Manage end-to-end recruitment, encompassing resume screening, initial structured interviews, background checks, and offer negotiations.
Represent the company at career fairs, college recruiting and related events.
Oversee candidate experience from the initial point of contact through a comprehensive onboarding framework.


Employee Development:
Evaluate employee skills and performance across departments to pinpoint capability gaps and unlock development opportunities.
Facilitate professional development sessions, leadership training workshops, and individual contributor coaching.
Administer performance management process, helping managers map out clear internal career paths for their teams.
Lead Succession Planning initiatives.


Role Requirements:
Bachelors degree in Human Resources, Business Administration, Organizational Development, or a related discipline.
2 to 5 years of HR experience with proven success handling both recruitment and employee development.
Core Technical & Soft Skills.
Applicant Tracking Systems (ATS) and HRIS proficiency.
Data-driven decision making using talent analytics to identify pipeline or training deficiencies.
Exceptional relationship building and active listening skills to build trust across all operational levels.
