Job Description: 
   Lead all aspects of the Subcontract acquisition process from proposal stage through Program award and execution. This acquisition process includes requirements definition, generation of Statements of Work, generation of Requests for Proposals, proposal evaluations, source selections, negotiations and definitization, file documentation, ensuring compliance to all internal and Government FAR/DFAR/DPAS/CPSR Procurement Regulations, change management, invoice approvals, dispute resolution and subcontract close-out
   Analysis of markets and strategic sourcing to align with business goals.
   Responsible for managing Subcontractor cost, schedule and technical performance, and ensuring L3Harris and Customer objectives are achieved, including on-time delivery, exceptional quality, and affordability with the ability to monitor & assess project issues and develop mechanisms & resolutions to meet goals.
   Understanding of baseline centric execution and Change Management with the ability to review status of projects, budgets, forecasts, EVMS; contribute to status reports
   Develop, maintain and manage strategic relationships with suppliers to achieve Program, Customer and Corporate goals for sales, orders and profit
   Partners with Engineering, Program Team, Commodity Managers and Suppliers to drive alignment with commodity strategies for supply base optimization and lowest total acquisition cost
   Negotiation expertise to include drafting and negotiating contract vehicles including Subcontracts, Letter Subcontracts, Teaming Agreements, and Non-Disclosure Agreements
   Establish & manage major contractual milestones, such as preliminary and critical reviews and other contractual schedule goals throughout the program, including analysis of supplier capacity and capabilities.
   Responsible for initiating corrective action measures with Suppliers when necessary and assessing trends in performance to prevent delays or cost overrun
   Regular onsite engagement with the Program and Engineering team for vendor issues and delivery timelines


Essential Functions: 
   Motivated self-starter versed in the Subcontract Process Flow and managing supplier performance in the areas of technical scope, schedule, and cost
   Work should be performed within set boundaries and with very little direct supervision  
   Must be able to communicate effectively with a wide array of professional levels and functions
   Manage program budgets and explain variances in monthly performance
   Ability to navigate FAR/DFARS, ITAR, EAR regulations and internal procedures for compliance
   Support Small Business Initiatives
   Ability to generate spending plans, payment forecasts, and variance reports
   Follow strategic direction set by Program and functional leadership
   Customer and Vendor Travel 25~+


Qualifications: 
   Bachelor's Degree and minimum 10 years of prior relevant experience. Graduate Degree and a minimum of 8 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
   5 years of experience in Subcontracts Management or Procurement experience.
   Ability to obtain Secret security clearance


Preferred Additional Skills:
   Top Secret clearance preferred.
   Experience with Material Requirements Planning (MRP) software.
   Knowledge of and experience with DFAR, MMAS, SOX, and CAS requirements, as well as ITAR and EAR regulations.
   Proficient in Microsoft Suite of Products.
   Strong verbal and written communication skills.

In compliance with pay transparency requirements, the salary range for this role in New York state is $95,500 - $177,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
