Job description

Job Description Centurion is currently seeking a Senior Business Development Manager to drive strategy, planning, and execution for high-value business opportunities in the Intelligence Community (IC). Leveraging your deep customer knowledge, competitive insights, and capture acumen, you will own the end-to-end capture process, shaping RFPs, refining win strategies, managing proposal development, and driving toward successful contract awards. With expertise in IC acquisition processes, you'll collaborate across BD, Solutioning, Proposal, and Program teams to ensure technical, management, and cost solutions meet mission needs and position client for sustained growth.

Customer Intimacy & Opportunity Shaping Build and maintain relationships with IC stakeholders to understand their plans, objectives, and mission needs. Shape opportunities pre-RFP by influencing technical and operational requirements to align with our client's capabilities. Leverage existing customer networks and relationships to identify opportunities and strengthen our client's position in key pursuits.

Capture Execution Lead capture activities from strategy development through contract award, managing bid strategies, resource allocation, and team oversight. Define and oversee the development of win strategies, solution architectures, pursuit discriminators, and price-to-win analyses. Collaborate across BD, technical teams, and teammates to develop compliant, compelling, and executable proposal responses.

Own and manage the capture plan, ensuring cross-functional buy-in and alignment across all proposal contributors. Teaming & Strategic Partnerships Identify and structure teaming agreements, integrating partner capabilities to address customer needs and fill identified technical or operational gaps. Conduct competitive analysis to strengthen our client's positioning and develop ghosting strategies that differentiate from competitors.

Proposal Leadership Guide and review proposal development activities, ensuring alignment with RFP requirements, evaluation criteria, and scoring priorities. Actively participate in color reviews, ensuring technical, management, and cost volumes reflect a cohesive, winning strategy. Oversee solution development efforts by coordinating input from SMEs, Solution Architects, and operational experts.

Qualifications: Clearance: Active TS/SCI clearance with polygraph (U.S. Citizenship required). Experience: 5+ years of capture management experience, with a history of leading successful captures from $100M to $1B+ in value

Proven ability to develop win strategies, manage capture processes, and influence customer acquisition processes. Experience leading capture efforts for IC customers, including intimate knowledge of IC-specific acquisition practices such as FEDSIM. Skills & Knowledge: Strong customer engagement and networking skills within the Intelligence Community.

Strategic thinker with the ability to develop innovative win strategies and solutions. Competence with Shipley frameworks and managing gate reviews (Strategy, Bid, Proposal). Exceptional oral, written, and presentation skills.
