Project Description

This position supports Revolutional's federal customer as part of an application transformation and modernization initiative.

This program is driving a large-scale transformation of systems into a data-centric, cloud-native ecosystem capable of supporting high-volume, near real-time data processing and advanced analytics. The work includes modernization of legacy applications, development of new cloud-native solutions, and implementation of DevSecOps and scaled Agile practices across the organization.

The core challenge: orchestrating complex, multi-contractor delivery while transforming both technology and operating models without disrupting mission-critical operations.

Position Description

As a Program Manager at Revolutional, you will have full accountability for program execution, BPA/task order management, delivery outcomes, financial oversight, and executive stakeholder engagement across a large-scale federal modernization effort.

You will lead multiple interdependent workstreams spanning application modernization, cloud transformation, data platforms, AI/ML-enabled capabilities, DevSecOps enablement, and system integration efforts. This role requires balancing strategic program leadership with operational execution across a complex, multi-contractor environment.

You will operate at the intersection of technical delivery, governance, compliance, financial management, and customer engagement ensuring that modernization initiatives deliver measurable mission outcomes while meeting contractual, operational, and security requirements.

Responsibilities
  • Lead execution and operational oversight across a large-scale federal BPA supporting multiple task orders and delivery teams
  • Manage program financials, forecasting, staffing, subcontractor coordination, and contractual compliance in alignment with FAR requirements
  • Establish and maintain program governance structures, reporting cadences, and delivery management processes
  • Drive modernization initiatives involving cloud transformation, open-source migration, DevSecOps enablement, and AI/ML-driven solutions
  • Oversee system-of-systems (SoS) integration across multiple programs, vendors, platforms, and interdependent systems
  • Coordinate delivery across multiple Agile/Scrum teams operating within SAFe or scaled Agile frameworks
  • Ensure delivery alignment with KPIs, SLAs, QASP requirements, and customer expectations
  • Manage integrated master schedules (IMS), risk registers, dependencies, data calls, and audit support activities
  • Lead executive-level engagement, status reporting, issue escalation, and decision support with federal stakeholders
  • Ensure systems and delivery processes align with federal security and compliance requirements including NIST, FedRAMP, FISMA, Zero Trust, MFA, secure SDLC, and ATO processes
  • Drive adoption of DevSecOps practices, CI/CD automation, and secure delivery methodologies
  • Support large-scale data modernization initiatives involving data ingest, ETL pipelines, analytics, dissemination, and real-time processing environments
  • Mentor program and project managers, technical leads, and delivery teams while promoting accountability and execution discipline

Baseline Requirements

  • Proven experience managing large-scale federal BPAs, task orders, or enterprise transformation programs
  • PMP certification required
  • Experience supporting Agile at scale (SAFe) and coordinating delivery across multiple Agile teams
  • Ability to obtain and maintain a Public Trust clearance

Technical Capabilities

  • Experience delivering AI/ML-enabled solutions, advanced analytics platforms, or large-scale data modernization initiatives
  • Strong understanding of cloud transformation, enterprise modernization, and distributed systems environments
  • Experience managing system-of-systems (SoS) environments with multiple vendors, programs, and interdependent systems
  • Experience supporting open-source modernization from legacy/on-prem systems to cloud-native platforms
