TMPC is seeking an experienced Program Manager (PM) to serve as the Contract Program Manager and primary technical representative supporting the U.S. Marine Corps Insider Threat Program (InTP). This position is designated as Key Personnel under the contract and is responsible for providing strategic leadership, program oversight, and subject matter expertise across all Insider Threat mission areas.

The PM will lead contractor personnel, ensure full staffing and compliance throughout the life of the contract, and act as the primary interface between the Marine Corps government leads and contractor teams. This role requires deep knowledge of DoD Insider Threat policy, monitoring and auditing capabilities, program governance, and stakeholder engagement.


Key Responsibilities:

Program Leadership & Contract Execution

  • Serve as the Contract Program Manager and Key Personnel, acting as the primary technical and management representative to the Government.
  • Provide overall program management support, ensuring successful execution of all contracted tasks.
  • Maintain daily oversight, accountability, and task tracking of contractor personnel using Government-designated systems (e.g., ETMS2).
  • Ensure all Insider Threat positions are fully staffed throughout the contract period and that personnel meet minimum qualification and certification requirements.
  • Oversee quality control processes, conduct inspections, and ensure performance metrics are met or exceeded.


Insider Threat Program Support & Expertise

  • Support the Marine Corps Insider Threat Program (InTP) by assisting in the refinement of processes to reduce false positives and improve detection of insider threats.
  • Research, identify, and recommend best practicesused across DoD and federal Insider Threat Programs; coordinate sharing of best practices with Government approval.
  • Monitor and support implementation of MCO 5510.21and alignment with National, DoD, and Service-level Insider Threat requirements.
  • Assist the program in employing User Activity Monitoring (UAM)and auditing capabilities in compliance with applicable laws, regulations, and policies.


Technology & Analytics

  • Demonstrate strong working knowledge of EverFox insider threat tools, including EverView policies and analytics producing actionable events.
  • Make recommendations for new monitoring policies and coordinate implementation with EverFox engineers.
  • Conduct and oversee data analysis, communicating findings to Government stakeholders.
  • Assist in developing performance metrics, executive summaries, and insider threat data dashboards.
  • Establish and promote an internal network site for Insider Threat resources and information sharing.


Policy, Compliance & Audits

  • Review, revise, and support publication of Insider Threat-related policies, directives, and instructions.
  • Facilitate and support internal and external inspections, assessments, and audits.
  • Ensure the program is prepared for audits through self-assessments to maintain compliance with National, DoD, and Service guidance.
  • Prepare required program reportsin accordance with National and DoD policy.


Strategic Communications & Awareness

  • Develop and support strategic communications plans, including:
    • Stakeholder communication strategy
    • Program integration strategy
    • Enterprise communications strategy
    • Senior leader engagement strategy
  • Assist the Government Program Lead with marketing strategies and awareness campaignsto increase Insider Threat awareness among Marine Corps commanders and personnel.
  • Prepare executive briefings, summaries, and communications for senior leadership.


Collaboration & External Engagement

  • Attend and actively participate in:
    • Operational Advisory Working Groups
    • Insider Threat Conferences
    • DoD Security Conferences
  • Coordinate with Government leads, stakeholders, and partner organizations to ensure program integration and mission success.


Required Qualifications

  • Active Top Secret (TS) clearance(SCI eligibility preferred).
  • Bachelor's degree (Master's preferred) in a relevant field (e.g., Security Studies, Management, Intelligence, Cybersecurity, or related discipline).
  • 10+ years of relevant experiencesupporting DoD or federal security, intelligence, insider threat, or program management efforts.
  • Demonstrated experience serving as a Program Manager or Contract PMon complex government contracts.
  • Strong understanding of DoD Insider Threat Programs, UAM, policy compliance, and audit readiness.
  • Experience managing cleared personnel and coordinating across multiple locations.
  • Excellent written and verbal communication skills, including experience briefing senior military or civilian leadership.


Preferred Qualifications

  • Certified Insider Threat Professional (CITP - Fundamentals and/or Analysis) or ability to ensure personnel achieve certifications within required timelines.
  • Prior experience supporting the U.S. Marine Corpsor other DoD Service Insider Threat Programs.
  • Familiarity with EverFox / Forcepoint Insider Threat solutions.
  • Experience developing dashboards, metrics, and executive-level reporting.
  • Background in security disciplines such as:
    • Personnel Security
    • Physical Security
    • Information Security
    • Force Protection
    • Mission Assurance
