Proposal Manager – Government ContractorEducology Solutions (ESI)

Educology Solutions (ESI) is seeking an experienced Proposal Manager to support our growing Business Development team. This position is ideal for a highly organized, detail-oriented professional with a strong background in developing winning proposals for federal, state, and local government opportunities.

The Proposal Manager will manage the full proposal lifecycle, from solicitation review and kickoff through submission and post lessons learned while collaborating with executive leadership, subject matter experts, and technical teams to develop compliant, compelling, and competitive proposals.

Key Responsibilities

Coordinate and manage the end-to-end proposal development process for government solicitations.

Review and analyze RFPs, RFQs, RFIs, and other solicitation documents to identify requirements, compliance needs, evaluation criteria, and submission instructions.

Develop proposal schedules, assign responsibilities, and ensure all milestones and deadlines are met.

Lead proposal kickoff meetings and coordinate activities with executives, capture managers, technical staff, subject matter experts, pricing, contracts, and legal teams.

Collaborate with writers and technical experts to develop persuasive, compliant proposal content aligned with win strategies and customer requirements.

Edit, proofread, and format proposal documents for consistency, clarity, and compliance.

Coordinate color team reviews and incorporate reviewer feedback into final proposal submissions.

Perform comprehensive quality assurance and compliance reviews prior to submission.

Maintain and enhance proposal libraries, templates, resumes, past performance information, capability statements, and reusable content.

Support proposal graphics development and document production.

Assist with pricing coordination and collection of required proposal artifacts.

Coordinate final production and electronic submission through government procurement portals.

Support post-submission activities, including debriefings, lessons learned, and proposal process improvements.

Stay current on federal, state, and local procurement regulations, proposal best practices, and industry trends.

Required Qualifications

Must be local to the metropolitan Washington, DC area and able to work onsite in the DC office, a minimum of 3 days a week.

Bachelor's degree or equivalent combination of education and professional experience.

5+ years of experience coordinating government proposals.

Demonstrated experience supporting federal, state, and/or local government procurements.

Strong understanding of the Federal Acquisition Regulation (FAR) and government procurement processes.

Experience managing multiple concurrent proposals while meeting aggressive deadlines.

Exceptional writing, editing, proofreading, and organizational skills.

Strong project management and time management abilities.

Experience working collaboratively with executive leadership and cross-functional teams.

Proficiency with Microsoft Office Suite, particularly Word, Excel, PowerPoint, and SharePoint.

Experience using proposal management and collaboration tools.

High level of professionalism, discretion, and attention to detail.

Preferred Qualifications

Shipley proposal development training or certification, a plus.

Experience with CRM platforms such as Salesforce.

Experience supporting health IT, Medicaid, public sector technology, or professional services proposals.

Familiarity with government procurement portals, including SAM.gov, eMaryland Marketplace, OhioBuys, and similar state procurement systems.
