Job Overview:
The Manager Project Controls requires an in-depth understanding of Project Controls concepts, theories, principles, and basic knowledge of other related disciplines. The Manager of Project Controls must be able to apply an understanding of the industry to improve effectiveness, provide guidance, and influence processes and policies for the controls discipline as well as identify and resolve technical, operational, and organizational problems that impact effectiveness. The Manager Project Controls impacts the level of service and the controls team's ability to meet quality and timeliness objectives. Decisions made by the Manager of Project Controls should be guided by policies, resource requirements, budgets, and the business plan
Responsibilities
Key Tasks and Responsibilities:
  • Provide input to project execution plan, baseline, and control budgets on key projects
  • Work directly with the Project Manager/Director and project Controls Manager, aid in providing the project status, forecast of the future, and definition of alternatives
  • Thoroughly understand the contract requirements of the project they are assigned to
  • Develop and implement effective cost control strategies, policies, and procedures in alignment with industry standards and best practices
  • Manage and oversee Project Controls activities throughout the EPFCI project lifecycle
  • Collaborate with project managers, engineers, and stakeholders to establish cost control baselines and ensure adherence to budgetary constraints
  • Monitor project expenditures, including material costs, labor expenses, and subcontractor fees, to identify opportunities for cost savings and prevent potential overruns
  • Take total ownership of the schedule integrity, proactively monitor and report productivity, and help the Project team drive the project to completion
  • Ensure that the schedule impact of individual changes and the cumulative impact of all changes are evaluated
  • Liaise with the Project Functional managers and critical vendors to ensure that the EPFCI schedule is developed in the required level of detail that will enable proper management and execution of the scope of work
  • Ensure that resource planning is done adequately and that the project is staffed with appropriate and adequate personnel
  • Proactively manage the schedule; review and use late reports and look ahead reports to achieve the same; progress the schedule on an ongoing basis and analyze the impact
  • Conduct regular cost performance reviews and variance analyses to assess project financial status and provide actionable recommendations for cost optimization
  • Implement efficient cost reporting systems and tools to deliver accurate and timely financial information to project teams and senior management
  • Lead a team of cost control professionals, providing guidance, training, and performance evaluations to ensure the delivery of high-quality outcomes and continuous improvement
  • Collaborate with procurement and contract management teams to evaluate vendor contracts, ensuring cost-effectiveness and compliance with project requirements
  • Prepare/Review bids, check estimates, change orders, and cost-to-complete estimates for key projects
  • Ensure Project Control deliverables are satisfied in a manner that aligns with established guidelines, policies, and procedures
  • Manage ongoing staff development and training for Project Controls employees
  • Stay updated on industry trends, regulations, and emerging technologies relevant to cost control in the EPCI industry, and proactively apply this knowledge to drive innovation and efficiency
  • Ensure adherence to McDermott systems and processes

Qualifications
Essential Qualifications and Education:
  • Bachelor's degree in Engineering, Construction Management, Business Administration, or a related field
  • 12+ years of experience in cost control or project controls roles within the EPCI industry
  • Strong knowledge of project cost control methodologies, including earned value management (EVM), cost forecasting, and risk analysis
  • Proficiency in using industry-standard cost control software and tools (e.g., Primavera P6, SAP, Excel) to analyze data, generate reports, and support decision-making processes
  • Able to produce and maintain logically linked activity schedules, according to precedence flow in EPCIC planning, using best practices
  • Able to produce and assess progress curves, histograms, variance reports, and critical paths
  • Able to analyze project status and performance, deviations, performance factors, forecasts, and workarounds
  • Must be able to produce multidisciplinary logically linked activity schedules, according to precedence flow in planning, using best industry practices
  • Excellent analytical skills with the ability to interpret complex financial data and provide actionable insights
  • Demonstrated leadership capabilities, including experience in managing and developing a team of cost-control professionals
  • Strong communication and interpersonal skills to effectively collaborate with cross-functional teams, stakeholders, and senior management
