Overview

Job Title: Senior Program ManagerLocation: San Diego, CA

Rivet Operations Company is seeking a highly skilled Senior Program Manager for our growing San Diego, CA team. The Senior Program Manager serves as the overall lead, manager, and administrator for a professional support services contracted effort. Acts as the primary interface and point of contact with Government program authorities for all aspects of the program.

Key Responsibilities: Formulate, guide, and direct technical approaches for different programs. Define and negotiate with activity and agency personnel for necessary resources Establish and control technical milestones, schedules, budgets, and costs Prepare organizational metrics and required DoD, DoN, PEO, and other stakeholder reports. Attend and provide recommendations at working group meetings, IPT sessions, and in-process reviews. Support successful accomplishment of program objectives across multiple technical competencies. Oversee contractor execution of all contract requirements across program management, acquisition, contracts, installation/modernization, and cost estimation functional . Direct efforts of all contractor staff assigned to the task order. Coordinate monthly status reporting covering performance, schedule, financial status, and personnel staffing. Implement cost saving and cost control initiatives throughout contract life cycle Work on high-visibility and mission-critical aspects of the program. Perform all functional duties independently while overseeing less senior staff.

Requirements

Required Qualifications: Bachelor's Degree in any technical or managerial discipline required, Master's degree preferred. 15+ years of professional experience in program/project management. DAWIA Level III Certification in Program Management or equivalent (e.g., PMP) preferred. Proven experience managing DoD professional support services contracts of similar scope ($100M+) Significant experience in U.S. Navy programs or operations preferred. Experience briefing Flag/SES/Senior level Government officials. Proficiency with Navy enterprise tools including NERP, IRAPS, and SharePoint. Excellent oral and written skills. Excellent critical thinking skills. Proficient in Microsoft applications such as Word, Excel, PowerPoint, and Outlook. Ability to work independently and as a team member. Ability to learn and apply project management concepts to assigned duties.

Security: Must be able to obtain and maintain the required security clearance for the position. Eligibility requirements include US citizenship.
