Job description

Overview:

GovCIO is currently hiring for a Senior Process Analyst with with advanced expertise in enterprise strategy, data governance, and technology alignment to lead strategic support operations for a mission critical U.S. Coast Guard (USCG) program. This position will be located in Alexandria, VA, and will be a hybrid position.

Responsibilities:

As a Senior Process Analyst, this role delivers comprehensive enterprise and strategic planning support, managing complex data calls, authoring impactful annual reports, and building rigorous IT-to-business roadmaps to the Operations Applications Product Line (OAPL). Core responsibilities include:

  • Provide comprehensive enterprise and strategic planning support to align OAPL business operations with long-term USCG program goals.
  • Drive program-wide data management operations by coordinating, tracking, and synthesizing complex OAPL data calls from multiple stakeholders.
  • Manage the authoring, synthesis, and submission of comprehensive OAPL annual reports, executive summaries, and formal deliverables.
  • Oversee the development, documentation, and maintenance of rigorous IT-to-business roadmaps to ensure OAPL technology alignment with mission objectives.
  • Conduct data-driven assessments of processes and strategic portfolios to support annual planning and operational forecasting.
  • Develop metrics, dashboards, and reporting frameworks to monitor strategic performance and support leadership decision-making.
  • Support change coordination initiatives by translating technical roadmaps and strategic shifts into stakeholder engagement plans.
  • Provide senior-level guidance to junior analysts and contribute to strategic planning and operational governance.
Qualifications:

High School with 9+ years (or commensurate experience)

Required Skills and Experience 

  • Proven experience providing enterprise and strategic planning support across multiple functional areas.
  • Demonstrated ability to build, maintain, and execute IT-to-business roadmaps.
  • Strong proficiency in managing large-scale data calls and authoring comprehensive annual or federal reports.
  • Demonstrated ability to analyze data, identify root causes, and develop actionable solutions.
  • Excellent written and verbal communication skills, including presentation and stakeholder engagement.
  • Strong organizational skills and the ability to manage multiple initiatives simultaneously. 

Clearance Level: Must have an active Secret clearance  

Preferred Skills and Experience  

  • Experience supporting the U.S. Coast Guard, DoD, or other federal contracting environments. 
  • Familiarity with Lean, Six Sigma, or similar continuous improvement methodologies. 
  • Experience with change management frameworks and process governance models. 
  • Experience collaborating with senior leadership and cross functional program teams.
