Description

Data Intelligence, LLC is seeking aย Senior Military Analyst to support one of our premier clients in the defense industry. This role is located in San Diego, CA, and focuses on leading surface warfare training, certification, and operational readiness initiatives. The ideal candidate is a former Surface Warfare Officer with senior leadership experience, deep knowledge of Navy training processes, and a strong background in program management and cross-functional team leadership.

Key Responsibilities

  • Lead and manage Navy surface ship training and certification programs supporting fleet readiness
  • Provide strategic oversight of shipboard operations, including training, maintenance, and operational readiness
  • Coordinate and lead cross-functional teams to improve training processes and operational effectiveness
  • Conduct workshops and facilitate meetings to identify, prioritize, and implement process improvements
  • Oversee requirements development and analysis of alternatives (AoA) within a Navy operational environment
  • Support and guide surface ship certification processes at TYCOM, Strike Group, and Training Command levels
  • Analyze performance data at individual, team, and unit levels to improve readiness outcomes
  • Ensure proper configuration management and control of training processes and systems
  • Interface with senior Navy leadership and government stakeholders
  • Develop and deliver high-level briefings to flag officers, coalition partners, and congressional audiences
  • Ensure alignment with Navy doctrine, including Surface Force Training and Readiness Manual (SFTRM)

Required Qualifications

  • Master's Degree (no specific discipline required)
  • 20+ years of U.S. Navy surface warfare experience
  • Prior experience serving in a Commander Command position
  • Extensive shipboard operational experience as a Surface Warfare Officer managing training, operations, maintenance, and repair at a senior level (e.g., Commanding Officer, Executive Officer, Squadron/Task Group leadership, CSG/ESG Staff)
  • 5+ years of experience with surface ship training and certification processes at TYCOM, Strike Group, or Training Command level
  • Experience with commercial or military enterprise program management
  • Strong knowledge of leading cross-functional teams and improving business processes
  • Experience conducting workshops and leading meetings focused on process improvement
  • Experience with requirements development and analysis of alternatives in a Navy environment
  • Working knowledge of military shipboard systems, operations, and tactics
  • Experience with configuration management as it relates to training processes
  • Experience analyzing performance data across individuals, teams, and units
  • Proficiency with Microsoft Office Suite and program management tools
  • Experience developing and delivering briefings to senior flag-level, coalition, and congressional audiences
  • Expert knowledge of the Surface Force Training and Readiness Manual (SFTRM)

Preferred Qualifications

  • Experience supporting fleet-wide readiness or modernization initiatives
  • Background in both operational and training command environments
  • Strong leadership presence with the ability to influence senior stakeholders
  • Experience working in joint or coalition environments
