JOB DESCRIPTION

Position Title: Senior Legislative Affairs Specialist

Reports to: IT Project Manager

Subsidiary: Leisnoi Professional Services, LLC

Location: Falls Church, VA

Job Status:Regular Full -Time

SUMMARY:

We are seeking an experienced and highly skilled Legislative Affairs Specialist to provide expert analysis, tracking, and advisory support on Congressional and legislative matters impacting the Chief Digital and Artificial Intelligence Office (CDAO).This role requires a high level of legislative expertise, familiarity with DoD legislative processes, and the ability to manage complex inquiries, audits, and reporting requirements for senior leaders.

The specialist will develop critical reports, manage tracking systems, ensure consistency in CDAO responses to Congress, and serve as a trusted coordinator in a dynamic environment.

Key Responsibilities

  • Congressional Reporting & Tracking:Compile weekly stats and report to the Legislative Affairs (LA) lead on incoming Congressional requests (RFIs, Engagement Requests, Informal Views) and outgoing replies.Track sources (e.g., HASC, SASC) and topics.
  • Request for Information (RFI) Management:Triage incoming RFIs, ensuring clarity from the Office of the Assistant Secretary of Defense-Legislative Affairs (OASDLA) on Congressional intent.Identify and assign to the appropriate CDAO Directorate Office of Primary Responsibility (OPR) or Office of Coordinating Responsibility (OCR).
  • Congressional Directed Actions (CDAs):Enter CDAs into the Correspondence And Task Management System (CATMS), assign to the appropriate Directorate, track progress for on-time delivery, and route the finished product for approval to the LA Lead, Office of General Counsel, OASDLA, and CDAO Principals.
  • Green Sheets:Triage and assign "Green Sheets" (official Requests for Review/Action from the DoD Office of General Counsel) regarding legislation, legislative proposals, Executive Orders, and Department memos.
  • GAO Audits:Enter General Accounting Office (GAO) requests into the CDAO LA tracking system, work with GAO to schedule interviews with CDAO Subject Matter Experts (SMEs), and triage document requests to ensure appropriate Directorates respond.
  • Legislation Drafting:Assist in triage and assignment of requests from Congress for technical assistance in drafting legislation.
  • Quality Assurance:Review all draft responses (RFIs, CDAs, Green Sheets, drafting requests) for format, accuracy, content, and tone before submitting to the LA Lead for approval.
  • Records Management:Ensure all items are properly input and updated in the CDAO LA tracking system located in SharePoint.

Required Qualifications

  • Security Clearance:Must have a CURRENT/ACTIVE TOP SECRET clearance with SCI Eligibility.
  • Education:Bachelor's Degree in a related field is required.
  • Experience:Must have 5+ years of experience within the last 7 years supporting a legislative affairs office or congressional support team.
  • Subject Matter Expertise:* Must have experience with General Accounting Office (GAO) audits/investigations.
    • Strong knowledge of the legislative process.
  • Technical Skills:* Experience working with the Correspondence and Administrative Task Management System (CATMS).
    • Experience working with the Congressional Hearings and Reporting Requirements Tracking System (CHARRTS) platform.
    • Experience operating on a SharePoint system.
    • Proficiency in Word, Excel, PowerPoint, Teams, and MS Outlook.
  • Professional Skills:Strong written and oral communication skills to support interaction with SES/CEO level customers.
    • Extremely detail-oriented.
