THE POSITION Under direction, the Code Enforcement Officer will perform a variety of municipal code enforcement duties to ensure compliance with local codes and laws regulating land use, construction, business licenses, zoning and housing. The Code Enforcement Officer will provide information and assistance to other departments and the public regarding assigned functions; and to perform other related duties as assigned.

Examples of Duties Perform a variety of municipal code enforcement duties to assure compliance with local codes and laws regulating land use, construction, business licenses, zoning and housing; perform site and building inspections. Locate and investigate reported violations of local land use and municipal code violations; obtain relevant information through public contacts and other investigative techniques including site inspections; photograph violations; issue citations and stop work orders as appropriate; prepare related reports. Maintain accurate records relating to code enforcement; prepare a variety of reports and documents related to assigned activities.

Prepare and distribute documents (e.g., violation notices) to property owners regarding violations. Coordinate code enforcement activities with the building inspectors, planners and other departments as directed; conduct joint inspections as necessary. Assist in mediating complaints; obtain relevant information and respond to public inquiries; follow-up on reported violations to ensure violations have been corrected

Assist the public in understanding municipal code requirements; interpret and explain necessary measures for compliance. Assist in prosecuting code infraction violations through court proceedings; coordinate misdemeanor violations with appropriate personnel; attend and present in the prosecution of violations as requested. Investigate public complaints and locate violations of the local zoning ordinance; seek abatement of violations through both verbal and written contract with the public.

Attend various meetings and conferences related to assigned activities. Perform other related duties as assigned. Minimum Qualifications EDUCATION AND EXPERIENCE Experience: Two (2) years of experience performing municipal code enforcement, inspection and investigation work is required.

Training: High School graduation or equivalent is required. College coursework in criminal justice, paralegal studies, construction technology, business administration, public administration, or a related field is desired and may substitute for all or part of the required experience. License or Certificate: Possession of an appropriate, valid driver's license and insurability at regular rates for the City's automobile insurance.

California Association of Code Enforcement Officers Certification. PC-832 Certification First Aid and CPR Certification. Knowledge of: Principles, practices, terminology and techniques of investigation, inspections and code enforcement.

Laws, regulations, standards and requirements applicable to assigned programs and functions, including municipal codes, ordinances, and policies applicable to land use and building code enforcement. Methods of conducting public agency code enforcement office and field investigations. Methods and techniques for researching ordinances and their history.

Methods and techniques for determining property ownership and zoning. Record-keeping and report preparation techniques. Correct English usage, including grammar, spelling, punctuation and vocabulary.

Skill to: Effectively utilize modern office equipment, including personal computers and standard business software such as the Microsoft Office Suite. Operate a variety of office equipment, including a calculator, copier, fax machine, computer and assigned software. Gather accurate information through interviews and inquiries.

Safely operate one or more types of vehicles if required by assignments. Adjust to rapidly shifting priorities and timelines. Interact with the public using tact, patience and courtesy.

Ability to: Perform a variety of municipal code enforcement duties to ensure compliance with local codes and laws regulating land use, construction, business licenses, zoning and housing. Interpret and explain applicable laws, codes, rules, ordinances and regulations. Perform code enforcement field inspections and investigations.

Handle difficult public contact situations with tact. Maintain records and prepare reports. Determine appropriate action within clearly defined guidelines.

Meet schedules and timelines. Communicate effectively, both orally and in writing. Establish and maintain cooperative and effective working relationships with others.

Supplemental Information Essential duties require the following physical skills and work environment: PHYSICAL DEMANDS Work is primarily performed in an outdoor setting and requires: physical ability to travel to different sites; vision to see and conduct self safely around power tools and machinery; hearing and speech to communicate in person and over telephone; frequent bending, stooping, kneeling, reaching, pushing and pulling while performing duties; ability to lift, carry, push and pull materials and objects weighing up to 30 pounds. Environmental Elements Primary duties require working from heights, below ground or in cramped or restrictive locations; some exposure to general hazards associated with maintenance activities, including chemicals, fumes, gases and odors; may require interaction with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental and City policies and procedures.
