Description This position is responsible for the identification and enforcement of city codes and city ordinances. Positions in this class are flexibly staffed and filled at the appropriate level based on experience and certifications. Positions are designated as follows: Code Enforcement Officer I Under direct supervision, this is an entry-level position.
Incumbents entering the class are required to have little directly related work experience. Generally, work is observed and reviewed both during performance and upon completion. Code Enforcement Officer II Under general supervision, this is the intermediate-level class in the Code Enforcement Officer series and is distinguished from Code Enforcement Officer I by the ability to perform the duties assigned with only general supervision and with independence and initiative.
Incumbent is expected to be fully proficient in the operation of all equipment within the Division. Senior Code Enforcement Officer Under limited supervision, this is the advanced-level class in the Code Enforcement Officer series and is distinguished from level II by the ability to perform the full range of duties assigned with very limited to no assistance needed. Incumbents perform more complex and responsible types of functions and are fully proficient and efficient in the operations of all Division equipment.
Incumbents are assigned to mentor, train and often serve as a lead worker over less experienced staff. May be asked to supervise as needed in the absence of the Code Enforcement Manager. Examples of Duties Code Enforcement Officer I Receives and addresses complaints regarding City ordinances and Code violations.
Provides clarification on applicable ordinances and may refer citizens to the appropriate agency or department for additional inquiries. Patrols assigned areas to identify City code and City ordinance violations. Notifies property owners and involved parties of violations and the corrective actions required.
Initiates enforcement efforts on properties and persons found to be non-compliant, which includes documenting the violation and taking action that may include issuing warnings, violation notices, citations, towing of vehicles, and abating properties. Researches property and business ownership information utilizing approved open sources resources, maps, in-house records, and other city departments' records. Identifies and enforces zoning regulations related to short-term rental properties.
Enforces sandy beach ordinances, to include Leave No Trace, and turtle lighting requirements. Inspects and issues Doggie Dining permits. Assists with business tax receipts.
Maintains up-to-date and accurate records. Prepares various written reports, emails, and other correspondence related to code enforcement. Testifies in administrative hearings, court hearings, and attends required meetings.
Installs zoning signage as required. Performs assigned routine cleaning and preventive maintenance on vehicles and equipment. Coordinates with supervisor and/or other City departments to address community concerns.
Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent incidents/accidents. May work varied schedule and/or shift as assigned. Other duties: Responds to requests for assistance with sandy beach marine life and wildlife.
Assists Beach Safety and first responders; may perform CPR, AED, and First Aid other activities as needed. Performs other job-related duties as assigned. Code Enforcement Officer II In addition to major duties listed above Assesses and resolves problems, issues and concerns pertaining to daily operations.
Completes assigned projects. May draft and recommend code enforcement procedures. Senior Code Enforcement Officer In addition to major duties of Code Enforcement Officer II Assesses and resolves complex and controversial problems, issues and concerns pertaining to daily operations.
Ensures that professional standards, policies, and procedures are followed. Drafts and recommends code enforcement procedures and policies. Trains and leads other less experienced employees as assigned.
Coordinates assigned operational activities and services. Typical Qualifications MINIMUM QUALIFICATIONS Code Enforcement Officer I: High School diploma or GED. Possession of or ability to obtain a valid Florida drivers license in accordance with state law at the time of employment.
Possession of or ability to obtain CPR / First Aid / AED certifications within six (6) months of employment. Possession of or ability to obtain an all-terrain vehicle (ATV) safety certificate within one (1) year of employment. Previous customer service experience preferred.
Previous law enforcement, security, fire, medical, or military experience or training is preferred. Bilingual in English and Spanish preferred. Code Enforcement Officer II In addition to the requirements of Code Enforcement Officer I: Twelve (12) months of code enforcement experience.
Possession of the Fundamentals of Code Enforcement certification through the Florida Association of Code Enforcement. Equivalent combinations of education, training, and experience may be considered. Senior Code Enforcement Officer In addition to the requirements of Code Enforcement Officer II: Two (2) years of Code Enforcement Officer I experience.
Possession of the Legal Issues in Code Enforcement certification. Possession of the Administrative Aspects certification. Completion of lead worker training.
Equivalent combinations of education, training, and experience may be considered. Supplemental Information KNOWLEDGE, ABILITIES, AND SKILLS REQUIRED BY THE POSITION Code Enforcement Officer I: Knowledge of relevant City codes, City ordinances, principles, and practices of code enforcement. Knowledge of the boundaries, streets, neighborhoods, and business areas of the City.
Skill in working independently in patrolling assigned area to identify code violations and taking necessary action. Skill in accurately researching and gathering information, including legal records, creating reports and documents, and entering data into a computer database. Skill in the safe and lawful operation of motor vehicles, ATVs, and other job-related equipment.
Skill in providing quality customer service by listening well and communicating effectively orally and in writing with various audiences. Ability to operate and digitally download as applicable, according to policy, a cell phone, body-worn camera, computer and associated hardware, general office equipment, and job-related software programs including word processing, database management, spreadsheet applications and electronic mail. Ability to read, interpret, understand, comply, and communicate municipal ordinances, regulations, standards, and laws and to exercise sound judgment.
Ability to effectively patrol assigned areas. Ability to enforce ordinances fairly, firmly, and impartially. Ability to maintain accurate vehicle/equipment documentation, proper storage, and adherence to procedures.
Ability to respond with tact, composure, and courtesy even when encountering contentious circumstances and assisting individuals who may be experiencing significant stress. Ability to perform CPR, AED and First Aid independently or as directed by first responder. Ability to work independently and stay motivated with minimal supervision.
Ability to work evenings, weekends and holidays, or flexible schedules/shifts, including shifts longer than 8 hours. Ability to establish and maintain effective working relationships with City employees, property and business owners, first responders, other agencies, and the general public. Ability to navigate and decipher the County Property Appraiser, Tax Collector, and SunBiz websites, maps, and property files.
Ability to safely operate an all-terrain vehicle (ATV) on the sandy beach and a truck on the sandy beach and roadways. Code Enforcement Officer II In addition to the KSAs of Code Enforcement Officer I: Skill in operating and digitally downloading as applicable, according to policy, a cell phone, body-worn camera, computer and associated hardware, general office equipment, and job-related software programs including word processing, database management, spreadsheet applications and electronic mail. Ability to handle stressful situations in a diplomatic and tactful way.
Ability to exercise discretion and independent judgment for daily operations. Senior Code Enforcement Officer In addition to the KSAs of Code Enforcement Officer II: Knowledge of occupational hazards and standard safety practices. Skill in reading, interpreting, understanding, complying, and communicating municipal ordinances, regulations, standards, and laws and exercising sound judgment.
Skill in assessing and resolving complex and controversial problems, issues and concerns pertaining to daily operations. Skill in ensuring that professional standards, policies, and procedures are followed. SUPERVISORY CONTROLS The Code Enforcement Manager assigns work in terms of specified instructions and direction based on the classification level. The manager spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results. GUIDELINES Guidelines include city codes and city ordinances, state and federal regulatory requirements, and department policies and procedures.
These guidelines are generally clear and specific but may require some interpretation in application. COMPLEXITY/SCOPE OF WORK The work consists of related code enforcement duties. Strict regulations, the varied clientele, combined with the unique nature of each case in question, contributes to the complexity of the work.
The purpose of this position is to participate in the enforcement of City codes and City ordinances. Successful performance ensures compliance with all relevant City codes and City ordinances. CONTACTS Contacts are typically with co-workers, other city employees, property and business owners, first responders, and the general public.
Contacts are typically to give or exchange information, resolve problems, motivate people, negotiate, defend, or settle matters. PHYSICAL DEMANDS/ WORK ENVIRONMENT While performing the essential duties of this job, the employee is required to talk, hear, see, walk, sit and stand. Work is typically performed while sitting at a desk or table, in a vehicle, walking, climbing/descending stairs, or while intermittently sitting, standing, bending, crouching, stooping, reaching, grasping, pulling, pushing, and with repetitive motions.
The employee exerts up to 20 pounds of force regularly. The employee may be required to lift objects up to 50 pounds occasionally, uses hand tools, power tools, must have a high degree of dexterity, distinguish between shades of color, utilize sense of smell, have good depth perception, and good balance. Work is performed in an office and outdoors during times of cold, heat, and inclement weather.
The employee may be exposed to extreme environmental conditions such as heat cold, rain, wind, blowing sand, loud noises, tripping and falling hazards, unsteady ground, and rough vehicle movements such as on an ATV or in a truck. The employee may often work on the sandy beach, in upland neighborhoods, commercial districts, and business districts. Work may require, at times, an employee to use or operate safety equipment such as a First Aid kit, Automated External Defibrillator (AED), gloves, safety traffic vest, eye protection, bike or all-terrain vehicle (ATV) helmet, and/or facemask.
The employee must be able to safely operate a motor vehicle, all-terrain vehicle (ATV) or utility terrain vehicle (UTV) vehicle, and at times pull a trailer with a pickup truck. Driving on paved roadways, dirt/gravel paths, in water, and on the sandy beach is often required. If assigned to the sandy beach, work is conducted primarily but not exclusively from an ATV with exposure to extreme weather environments.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY Code Enforcement Officer I - None. Code Enforcement Officer II - None. Senior Code Enforcement Officer - This position is assigned training of other officers but has minimal direct supervisory duties of other officers.
