Education Qualifications:
  • Bachelor's Degree or, in lieu of bachelor's degree, 6+ years of progressively responsible experience in payroll/business administration or payroll systems Required

Experience Qualifications:
  • 5 years of progressive accounting, governmental accounting, and/or financial reporting experience with general ledger, human resources, or payroll experience Required
  • Experience with PeopleSoft or other Enterprise Resource Planning (ERP) systems Preferred

Primary Responsibilities:
Coordinate all financial functions within the Gwinnett County Public Schools (GCPS) Payroll Services Department and all federal, state, and local internal and external reporting requirements.
  • Oversee the completion of state and federal regulatory reporting requirements.
    • Process federal and state tax deposits on a timely basis.
    • Perform monthly, quarterly, and annual balancing to ensure accuracy of payrolls and tax reporting requirements, including year-end W-2/1099 reporting.
    • File all federal and state quarterly reports including 941, 945, multiple worksite, labor statistics, Quarterly Wage, and annual reports.
    • Process W-2's, 1099-R's and 1095C's at year end and file electronically with appropriate federal and state regulatory agencies.
  • Complete monthly payroll statistics reporting and payroll command totals necessary for reporting provided to the CEO/Superintendent.
  • Run Monthly/Semi/Substitute Payroll.
  • Process Off-Cycle Deceased Payroll in order to tax reporting and reconciliation.
  • Facilitate the set-up of Time Reporting Codes (TRC) and Earnings Codes.
  • Process payroll overpayments, voids and reversals.
  • Provide accounting and technical assistance.
    • Assist Assistant Director of Payroll Systems and Reporting with special projects as assigned.
    • Reconcile garnishment and Medicare Tax accounts and work with Financial Reporting and Accounting to resolve issues.
    • Assist external auditors as requested with quarterly payroll tax information.
    • Assist in testing PeopleSoft tax updates.
  • Transmit direct deposit, child support, and credit union files via the internet and communicate transfer of funds to the Financial Operations Department.
  • Work with Information Management and Technology Division to validate and enhance monthly ACA (Affordable Care Act) Eligibility reporting.
  • Update, test, and validate PeopleSoft tables yearly.
  • Ensure world-class customer service is provided by the Payroll Services Department.
    • Research, review, and respond to customer inquiries in an accurate and timely manner.
    • Consult with other departments to resolve any issues related to Payroll accounting.

The employee may be required to use hands to touch, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
