Job description

Job Description

Under general supervision of the Compliance Specialist, Parking Structures in the Facade & Local Law unit, the Plan Examiner, Parking Structures shall perform responsible and detail-oriented work in the engineering analysis of parking structures, the examination of plans for the construction, alteration or repair of buildings under the jurisdiction of the Department of Buildings and will perform the following responsibilities and related work:
- Examine and review plans, design and specifications for the construction, alteration or repair of buildings under the jurisdiction of the Department of Buildings to note compliance with and violation of Construction Code provisions and other pertinent codes and regulations regarding structures, facades, materials, applications, and methods of construction, etc.
- Review Periodic Inspection of Parking Structures (PIPS) compliance reports and other parking structures related filings in DOB NOW Safety.
- Prepare a list of objections in accordance with Construction Code, Zoning Resolution and other rules, regulations or legislation as they apply to the legality of proposed building construction, alteration or repair.
- Request inspections conducted by DOB inspectorial staff in DOB NOW Safety.
- Meet with owners, Architects or Engineer of Record, Qualified Parking Structure Inspectors (QPSIs), and permitted licensed General Contractors to review project status and review compliance with building codes, laws, rules, bulletins, and enforcement initiatives for application approvals and permits.
- Prepare reports and recommendations on the approval of applications and the issuance of permits for building construction.
- Engage in research, investigations, studies and examinations related to the construction, alterations or demolition of structures subject to the provisions of the Construction Code.
- Perform audits of engineering drawings with regard to parking structures of low and high-rise new/existing buildings.
- Perform audits/background investigation of QPSIs.
- Act as a technical resource on parking structure related issues for the public and the Department Technical and Inspectorial Staff.
- On occasion, represent the Department as expert and fact witness on technical and policy related matters in various legal proceedings, court proceedings, depositions, and ECB court.
- Provide interpretations of the NYC Construction Codes and other applicable laws, rules, regulations including historic codes.
- Assist the Office of Technical Affairs and Code Development in the NYC Construction Code revisions related to structural and foundation provisions.
- Prepare reports for the Compliance Specialist, Director of Facades & Local Law, Chief Compliance Officer, Executive Engineer, and Assistant Commissioner to assist in enforcement actions.
- Issue violations and commissioner orders to owners and QPSIs.
- Attend work hours and off hours training seminars.
- Maintain service level and backlog as set by the Compliance Specialist and Director.
- Assist with data analysis and determine trends as it relates to existing buildings.
- Support Existing Buildings Compliance cross training, incident support, special assignments and project management initiatives.
- Additional duties and projects as needed.

Only those with a valid New York State Professional Engineer's License will be considered.

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

Qualifications

1. License or Registration Requirement: A valid New York State Professional Engineer's License or a valid New York State Registration as an Architect. Current New York State registration as a Professional Engineer or Architect must be maintained for the duration of your employment.
2. Education and Experience Requirement:
a. Four (4) years of full-time, satisfactory experience in architecture or civil engineering performing work in building design, building construction, or building equipment systems design, of which two years must be in building design or building equipment systems design; or
b. A Masters degree or higher in civil engineering, or a five-year Bachelor of Architecture or a Master of Architecture, and three (3) years of full-time, satisfactory experience in architecture or civil engineering performing work in building design, building construction, or building equipment systems design, of which two (2) years must be in building design or building equipment systems design.
